Reform of abuses in the administra? tion, the expulsion of corrupt men from office, tho abrogation of useless offices, tho restoration of rightful authority to and the independence of tho executive and judiciary departments of tho Govern? ment, the subordination of the military to tho civil power, to tho end that the usurpations of Congress and the despot? ism of tho sword maj' cease. 8th. Equal rights and protection for naturalized and native-boi n citizens, at home and abroad; tho assertion of Ameri? can nationality which shall command the respect of foreign powers, and furnish an example and encouragement to people struggling for national integrity, consti? tutional liberty and individual rights; and tho maintenance of tho rights ot natural? ized citizens against tho absoluto doctrino of immutable allegiance and tho claims of foreign powers to punish them for alleged crimo committed beyond their jurisdic? tion. In demanding these measures and re? forms, we arraign tho radical party for its disregard of right, and the unparalleled oppression and tyranny which have mark? ed its career. After tito most solemn and unanimous pledge of both Houses of Con? gress to prosecute tho war exclusively for the maintenance of tho Government* and the preservation of tho Union, uuder tho Constitution, it has repeatedly- violated that most sacred pledge, under which alono was rallied that noble volunteer army, which carried our flag to victory. Instead of restoring tho Union, it has, so far as is in its power, dissolved it, and subjected ten States, in times of profound peace, to military despotism and negro supremacy. It has nullified there the right of trial by jury; it has abolished tho habeas cor {nts, that most sacred writ of liberty; it las overthrown tho freedom of spoech and tho press; it has substituted arbitrary seizures and arrests, and military trials and secret star-chamber inquisitions for the constitutional tribunals; it has disre? garded, in timo of poaco, the right of tho peoplo to bo free from searches and seiz? ure?; it has entered tho post and telegraph offices, and oven tho private rooms of in? dividuals, and seized their privato papers and letters, without any specific charge or notice of affidavit, as required by tho or? ganic law; it has converted tho American capitol into a bast ile; it has established a system of spies and official espionage to which DO constitutional monarchy of Eu? rone would now dare to resort; it has abo? lished tho right of appeal on important co.istitutional questions to thc supremo judicial tribunals, and threatens to cur? tail or destroy its original jurisdiction, which is irrevocably vested by tho Consti? tution, while tho learned Chief Justico has been subjected to tho most atrocious calumnies, merely becanso ho would not prostitute his high office to tho support of j tho falso and part izan charges preferred against tho President. Its corruption and extravagance have exceeded anything known in history, and by its frauds and monopolies it has noarJy doubled tho bur? den of tho debt created by tho war. It has stripped tho President of his constitution' al powor of appointment even of his own Cabinet. Under its repeated assaults, tho pillars of tho Government are rocking on their baso, and should it succeed in No? vember next, and inaugurate its President, we will meet, as a subjected and conquered peoplo, amid thc ruins of liberty and the scattered fragments of tho Constitution; and wo do declare and resolve that, ever sinco tho peoplo of tho United States threw off all subjection to tho British crown, tho privilege and trust of suffrage have belonged to tho several States, and have been granted, regulated and con? trolled exclusively by tho political power of each State respectively, and that any attempt by Congress, on any pretext what? ever, to deprive any State of this right, or to interfere with its exercise, is a flagrant usurpation of powor which can find no warrant In tho Constitution: and, if sanc? tioned by tho peoplo, will subvert our form of Government, and can only end in a | singlo centralized and consolidated Go? vernment, in whieh tho wena ra to oxisttneo of tho States will be entirely absorbed, and an unqualified despotism be established in place of a Federal Union of co-equal states; and that we regard the reconstruc? tion Acts (so-called) of Congress Z?I nach aro usurpations, and nnconsthutional, ro- ] volutionary, and void; that our soldiers and sailors, who carried the flag of our country to victory against a most gallant1 and determined foo, rmmt ever be grate? fully remembered, and all the guarantees given in their favor must be faithfully car? ried into execution. When grants of tho public landa may bo allowed, necessary for tho encouragement of important publie improvements, the proceeds of tho Bale of auch lands, and not tho landa themaelves, should bo BO ap? plied. That tho President of tho United 8tateB, Androw Johnson, in exercising the power of his high ofllco in resisting tho aggres? sions of Congress upon thc conatitutional right s of the States and tho people, ia en? titled to tho gratitude of tho wholo Amori can peoplo, and in behalf of tho Democra? tic party, wo tender him our thanks for his patriotic effort? in that regard. Upon thia platform, tho Democratic party appeal to every patriot, including all tho conservativo element and all who do eiro to support the Constitution and ro Btoro tho Union, forgetting all past differ encca of opinion, to unite with us in the present great struggle for tho liberties of tho people; and that to all such, to what* ever party they may have heretofore be? longed, we extend the right hand of fel? lowship, and hail all such co-operating with us as friends and brethren.
