Reform of abuses in the administra? tion, the expulsion ol' corrupt men from office, the abrogation of useless office?, tho restoration of rightful authority to and the independence of the executive and judiciary departments of tho Govern? ment, tho subordination of tho military to tho civil power, to tho end that "tho usurpations of Congress and tho despot? ism of tho sword may cease. 8th. Equal rights and protection for naturalized and native-boin citizens, at homo and abroad; tho assertion of Ameri? can nationality which shall command thc respect of foreign powers, ami furnish an example and encouragement to people struggling for national integrity, consti? tutional liberty and individual rights; and tho maintenance of tho rights ol natural? ized citizens against the absoluto doctrino of immutable allegiance and the claims of foreign powers to punish them for alleged crime committed beyond their jurisdic? tion. In demanding these measures and re? forms, we arraign the radical party for its disregard of right, and the unparalleled oppression and tyranny which have mark? ed its career. After t?ie most solemn and unanimous pledge of both Houses of Con? gress to prosecute the war exclusively for the maintenance of the Government and tho preservation of tho Union, under the Constitution, it has repeatedly violated that most sacred pledge, nuder which alone was rallied that noble volunteer army, which carried our flag to victory. Instead of restoring the Union, it has, so far as is in its power, dissolved it, aud subjected ten States, in times of profound peaco, to military despotism and negro supremacy. It has nullified thcro tho right of trial by jury; it has abolished the Italiens cor ptis, that most sacred writ of liberty; it has overthrown the freedom of speech and tho press; it has substituted arbitrary seizures and arrests, and military trials and secret star-cbarabor inquisitions for tho constitutional tribunals; it has disre? garded, in time of peaco, tho right of tk<" people to bo free from searches and seiz? ure?; it has entered thc post and telegraph oflices, and even tho privato rooms of in? dividuals, and seized their privato papers and letters, without any specilic charge or notice of affidavit', aa required by tho or? ganic law; it has converted tho American capitol into a bastilo; it has established a system of spies and official ospionago to which no constitutional monarchy of Eu? rope would now daro to resort; it has abo? lished tho right of appoal on important constitutional questions to tho supremo judicial tribunals, and threatens to cur? tail or destroy its original jurisdiction, which is irrevocably vested hv tho Consti? tution, while tho learned Chief Justice has boen aubjected to tho most atrocious calumnies, morely because ho would not prostitute Jiin high office to tho support of tho falao and part izan charges preferred against tho President. Its corruption and extravagance havo exceeded anything known in histor)*, and by its frauds and monopolies it has nearly doubled tho bur? den of the debt created by tho war. It has stripped the President of his constitution? al power of appointment even of his own Cabinet. Under its repeated assaults, tho lullars of tho Government arc rocking on their base, and should it succeed in No? vember next, and inaugurate its President, wc will meet, as a subjected and conquered people, amid the ruins of liberty and the scat tei ed fragments of the Constitution; and wo do declare and resolve that, ovor since the people of tho United States threw off all subjection to tho British crown, tbo privilege and trust of suffrago have belonged to tho several States, and havo been granted, regulated and con? trolled exclusively by tho political power of each Stato respectively, and that any attempt by Congress, on any pretext what? ever, to deprive any Stato of this right, or to intortero with its oxcrcieo, is a flagrant n?nrpaMon of power which can find no i warrant in tho Constitution; and, if saao I tionedby tho people, will subvert our form t of Government, and eau only end in a singlo centralised and consolidated Go? vernment, in which tho separate exlstenoo of the States will be entiroiv absorbed, and an unqualified despotism bo established in place of a F?deral Union of co-equal States; and that wc regard the reconstruc? tion Acts (so-called) of Oongress as such are usurpations, and unconstitutional, re volutionary, and -void; that our soldiers sod sailors, who carried tho flag of our country to victory against a most gallant and determined foe, must over be grate lally remembered, and all the guarantees given in their favor must be faithfully car? ried into execution. That tho publie lands should bo distri? buted an widely as posfciblo among the people, and shouhl be disposed of either nuder the pre-emption of homestead lands, and sold in reasonable quantities, and to nono but actual occupants, at tho mini? mum price established by tho Government. When grants of tho public lauds may bo allowed, necessary for the encouragement of important public improvements, tho proceeds of tho sale of such lands, and not tho lands themselves, should bo so ap? plied. That tho President of Ibo United States, Andrew Johnson, in exercising thc power pf bia high office hi resisting tho agiircs sions of Congress upon tho constitutional rights of the States and tho people, is en? titled to the gratitude of thc whole Amcri can people, and in behalf of tho Democra? tic party, wc tender him our thanks for his patriotic efforts in that regard. Upou this platform, thc Democratic party appeal to every patriot, including all tho conservative- ?dement and all ?ho de siro to support the Constitution and ro storo tho Union, forgetting all past differ? ences of opinion, to unite with us in the present great struggle for tho liberties of the people; and that to all mob, to what? ever party they may have heretofore be? longed, wo extend the right hand of fel? lowship, and hail all such co-operating with us as friends and brethren.
