When grants of tho public lands may be allowed, necessary for the encouragement of important public improvements, tho proceeds of tho sale of such lands, and not tho lauds themsolves, should bo so ap? plied. That tho President of tho United States, Andrew Johnson, in exorcising tho power of his high office in resisting tho aggres? sions of Congress upon tho constitutional rights of tho States and tho people, is en? titled to thc gratitude of tho whole Amcri can people, and in behalf of tho Democra? tic party, wo tender him our thanks for his patriotic efforts in that regard.
