After the most solemn and uuanimous pledge of both Houses of Con? gress to prosecute tho war exclusively foi the maintenance of the Government and the preservation of the Union, under thc Constitution, it baa repeatedly violated that most sacred pledge, under which alone waa rallied that noble voluntcei army, which carried our Hag to victory. Instead of restoring tho Union, it baa, so far as is in its power, dissolved it, anc subjected ten StateB, in times of profound peace, to military despotism and uegrc supremacy. It has nullified thero tho right of tria by jury; it has abolished tho habeas cor l'un, that most sacred writ of liberty; i has overthrown tho freedom of speech ant tho press; it has substituted arbitrar seizures and arrests, and military trial and secret star-chamber inquisitions fo the constitutional tribunals; it has disrc garded, in time of peace, the right of th people to bo freo from searches and seiz uro?; it has entered tho post andtclegrap] offices, aud even tho private rooms of in dividuals, and seized their private paper and letters, without any specific charge o notice of affidavit, aa required by the oi ganic law; it baa converted the Amcricai capitol into a baatile; it has established i system of apios and official espionage t which no constitutional monarchy of Eu rope would now dare to resort; it has abc lislied tho right of appeal on importan constitutional questions to tho suprem judicial tribunals, and threatena to eui tail or deatroy its original juriedictioi which ia irrevocably vested by tho Consti tnt ion, while tho learned Chief Justic has boen subjected to tho most atrociou calumnies, merely because ho would nc prostitute his hign ollico to tho aupport < tho falso and partizan charges pretcrre against tho President.
