After the most solemn and unanimous pledge of both Houses of Con? gress to prosecute tho war exclusively for tho maintenance of tho Government and the preservation of tho Union, under the Constitution, it has repeatedly violated that most sacred pledgo, under which alono was rallied that noblo voluntcei army, which carried our flag to victory. Instead of restoring tho Union, it has, so far as is in its power, dissolved it, am subjected ten States, in times of profound poaco, to military despotism aud negrc supremacy.
