certainly not the men that sensible
people are accustomed to look to for
the intelligence, statesmanship and
legislative experience requisite to

State Legislature. We ask candid
men if legislation which results in so
wanton an outrage on common sense
as to elevate men to the Legislature
whoso calling, habits of lifo and gross
ignorance utterly unfit them for the
duties they assume, ought not to
meet with their stern est. and most
emphatic condemnation? Yet tho
Legislatures of the South aro]
thronged with men thrust into posi?
tion, through Congressional folly,
who are utterly unfitted for tho
solemn task of re-otganizing their
shattered State institutions, and the
American, people are asked to givo
their endorsement to a policy which
Imts culture, experience and aoknow
edged sagacity at tho mercy of stu?
pidity and demagogneism.
