Economy in thc administration ot the Government; tho reduction of the standing arm}* and navy; the abolition of tho Freedmen's Bureau, aud all political instrumentalities "designed to secure negro supremacy; simplification of the svstem and discontinuance of inquisitori? al modes of assessing and collecting inter? nal revenue, so that tho burden of taxa? tion may bo oqualizod and lessened, the credit of tho Government and the curren? cy mado good; tho ropoal of all enact? ments for enrolling tho State militia into national forces in time of peaco; and a tariff for revenue upon foreign imports, and such equal taxation, under tho inter? nal revenue lawn, as will afford incidental protection to domestic manufactures, and as will, without impairing tho revenue, impose tho least burden upon and best promolo and encourage tho great indus? trial interests of tho country. 7th. Reform of abuses in the administra? tion, tho expulsion of corrupt men from office, tho abrogation of useless offices, tho restoration of rightful authority to and the independenco of the executive and judiciarj' departments of tho Govern? ment, tho subordination of tho military to tho civil power, to tho end that tho usurpations of Congress and tho despot? ism of the sword may cease. 8th. Equal rights and protection for naturalized and native-bom citizens, at home and abroad; tho assertion of Ameri? can nationality which shall command tho respect of foreigu powers, and furnish an example and encouragement to people struggling for national integrity, consti? tutional liberty and individual rights; and tho maintenance of tho rights ot natural? ized citizens against tho absoluto doctrine of immutable allegiance and the claims of foreign powers to punish them for alloged crimo committed beyond their juridic? tion. In demanding these measures and re forme, we arraign the radical party for its disregard of right, and tho unparalleled oppression and tyranny which have mark? ed its career. After tho most solemn and unanimous pledge of both Bouses of Con? gress to prosecuto tho war exclusively for tho maintenance of the Govornmont and tho preservation of tho Union, under the Constitution, it has repeatedly violated that mont sacred pledge, under which alone was rallied that noblo volunteer army, which carried our flag to victory. Instoad of restoring the Union, it has. so far as is in its power, dissolved it, and subjected ten States, in times of profound peaco, to military despotism and negro supremacy. It has nullified thcro the right of trial by jury; it has abolished tho habeas cor? pus, that most sacred writ of liberty; it has overthrown tho freedom of speech and the prcsB; it has substituted arbitrary soizuies and arrests, and military trials and secret star-chamber inquisitions for tho constitutional tribunals; it has disre? garded, in timo of peace, the right of the peoplo to bo freo from searches and seiz? ure?; it has entered the post and telegraph offices, and even tho privato rooms of in? dividuals, and seized thoir privato papers and letters, without any specific chargo or notice of affidavit, as required by tho or? ganic law; it has converted tho American capitol into a bastilo; it hao established a Bystem of spies and official espionage to which no constitutional monarchy of En? ro?o would now dare to r?nort; it han abo h.- lo cl tho right of appeal on important constitutional questions to tho supreme judi -?al tribunals, and throatena to cur? tail 'ir destroy it* original jurisdiction, which is irrevocably vented by tho Consti? tution, while tho learned Chief Justice lias been subjected to the most atrocious calumnies, merely because ho would not prostitute his high office to tho support, or the false and partizan charges preferred against tho President. Its corruption and extravagance have oxceodod anything known in history, and by its frauds and monopolies it has nearly doubled tho bur? den of the debt created by the war. It has stripped the President of his constitution? al power of appointment even of his own Cabinet. Under its repeated assaults, tho pillars of tho Government are rocking on their base, and should it succeed in No? vember next, and inaugurate it? President, we will meet, as a subjected and conquered people, amid tho ruins of liberty and tho scattered fragments of the Constitution; and we do declare and resolvo that, ever since the people of tho United States threw off all subjection to tho-British crown, tbe privilogp and trust of suffrage have belonged to the several Statos, and have been granted, regulated and con? trolled exclusively by the political power of each State respectively, and that any attempt by Congress, on any pretext what? ever, to deprive any State of this right, or to interfere with its exercise, is a flagrant usurpation of power which can find no warrant in tho Constitution: aud, if sanc? tioned by tho people, will subvert our form of Government, and can only end in a singlo centralized and consolidated Go? vernment, in which tho separate existenco of tho States will bo entirely absorbed, and an unqualified despotism bo established in place of a Federal Union of co-equal States; and that wo regard tho reconstruc? tion Acts (so-called) of Congress as such are usurpations, and unconstitutional, re? volutionary, and void; that our soldiers and sailors, who carried tho flag of our country to victory against a most gallant and determined foe, must ever bo grate lully remembered, and all tho guarantees given in their favor must be faithfully car? ried into execution. That tho public lands should bo distri? buted as widely as possible among the people, and should bo disposed of cither under tho pre-emption of homestead lands, and sold in reasonable quantities, and to nono bnt actual occupants, at tho mini? mum price establisheduy the Government. When grants of, tho public lands majyjjo allowed, necessary for tho encouragement of important public improvoments.^tbo proceeds of tho sale of such lands, and not tho lands themselves, should bo so ap? plied. That tho President of the United StateB, Andrew Johnson, in exercising tho power of his high office in resisting the aggres? sions of Congress upon t he constitutional rights of the States and tho people, is en? titled to tho gratitude of tho whole Amori can people, and in behalf of the Democra? tic party, we tender him our thanks for his patriotic efforts in that regard. Upon this platform, the Democratic party appeal to every patriot, including all the conservative element and all who,de sire to Bupport the Constitution and?re storo tho Union, forgetting all past differ? ences of opinion, to unito with us in the present great struggle for the liberties ol the people; and that to all such, to what? ever party they may havo heretofore be? longed, we extend thc rigbt hand of fel? lowship, and hail all such co-operating with us as friends and brethren.
