Equal rights and protection for naturalized and native-boin citizens, at hoiiie.and abroad; tho assertion of Ameri? can nationality which shall command tho respect of foreign powers, and furnish an example and encouragement to people struggling for national integrity, consti? tutional liberty and individual rights; and the maintenance of tho rights ol natural? ized citizens against tho absolute doctrino of immutable allegiance and tho claims of foreign powers to punish them for alleged crime committed beyond their jurisdic? tion. In demanding these measures and re? forms, we arraign the radical party for its disregard of right, and the unparalleled oppression and tyranny which have mark? ed ita career. After tho moat solemn and unanimous pledge of both Houses of Con? gress to prosecute the war exclusively for the maintenance of tho Government and the preservation of tho Union, under the Constitution, it has repeatedly violated that moat sacred pledge, under which alone waa rallied that noble volunteer army, which carried our flag to victory. Instead of restoring tho Union, it has, so far as ia in its power, dissolved it. and subjected ten Statea, in times of profound peace, to military despotism and negro supremacy. It baa nullified there tho right of trial by jury; it hus abolished tho habeas cor? nus, that moat sacred writ o? ?berty; it lias overthrown the freedom of speech and tho press; it has substituted arbitrary seizures and arrests, and military trials and socret star-chamber inquisitions for tho constitutional tribunals; it haa disre? garded, in timo of peace, tho right of tho peoplo to be freo from searches and seiz? ure-; it haa entered tho post und telegraph offices, and oven tho privato rooma of in? divid?ala, and aeized their private papera and totters, without any apecific charge or notice of affidavit, BB required by tho or? ganic law; it baa converted the American capitol into a bastilo; it bas established a ayatem of apiea and official espionage to which no conatitntional monarchy of Eu? rope would now daro to resort; it baa abo? lished the right of appeal on important constitutional qucationa to the aupreme judicial tribunals, and throatena to cur? tail or destroy its original jurisdiction, which ia irrevocably vest od by tho Consti? tution, while the learned ('Met Justice baa been subjected to the most atrocious calumnies, nierelv because he would not proatitnto his high office to tho support of tho falso and parti/an charges preferred against tho President. Its corruption and extravagance bavo exceeded anything known m history, and by ita frauda and monopolica it baa nearly doubled tho bur? den of the debt created by tho war. It haa stripped tho President of his constitution? al power of appointment even of his own Cabinet. Under its repeated assaults, tho pillars of tho Government aro rocking on their baso, and should lt succeed in No? vember next, and inaugurate its President, wo will meet, as a subjected and conquorcu peoplo, amid the ruins of liberty and the scattered fragments of tho Constitution; and wo do declaro and resolve that, ever since tho peoplo of the United States threw off all subjection to tho British crown, the privilege and trust of suffrage have belonged to the acvoral States, and have been granted, regulated and con? trolled exclusively by tho political power of each State respectively, and that any ? attempt by Congress, on any pretext what? ever, to doprivo any State of thia right, or to intcrforo with its exercise, ia a flagrant usurpation of power which can And no warrant in the Constitution; and, if sanc? tioned by tho people, will subvert our form of Government, and can only end in a singlo centralized and consolidated Go? vernment, in which the separate oxistenco of tho States will be entirely absorbed, and an nnqualitled despotism bo established in place of a F?deral Union of co-equal States; and that we regard the reconstruc? tion Acts (so-called) of Congress as such are usurpations, and unconstitutional, re? volutionary, and void; that our soldiers and sailors, who carried tho flag of our country to victory against a most gallant and determined foo, must over bo grate? fully romcmberod, and all the guarantees given in thoir favor must be faithfully car? ried into execution. That tho public lands should be distri? buted as widely as possible among tho peoplo, and should bo disposed of either under tho pre-emption of homestead lands, and sold in reasonablo quantities, and to none but actual occupants, at tho mini? mum prico established by tho Government. When grants of tho publio lands may be allowed, nccossary for tho encouragement of important publio improvements, tho proceeds of tho salo of such lands, and not tho lauds themselves, should bo so ap? plied. That tho President of the United States, Andrew Johnson, in exercising the power of his high ofhco in resisting the aggres? sions of Congress upon tho constitutional rights of the States and the people, is en? titled to the gratitude of tho whole Ameri can peoplo, and in behalf of the Democra? tic party, wo fonder him our thanks for his patriotic efforts in that regard. Upon this platform, tho Democratic party appeal to every patriot, including all tho conservativo oloment and all who do siro to support tho Constitution and re? store tho Union, forgetting all past differ? ences of opinion, to nnito with us in the present great struggle for tho liberties of tho people; and that to all such, to what? ever party they may havo herctoforo be? longed, wo extend tho right hand of fel? lowship, and hail all such co-operating with us as friends and brethren.
