The following extracts from General Orders No. 7, published at the Head? quarters, Department of the South, Atlanta, Georgia, Angust 14, will bo read with interest: # * * * * * "In the State of South Carolina, the posts to be occupied will ho Co? lumbia, Charleston and Aiken, and garrisoned as follows: At Columbia, the 8th Regiment United States In? fantry; at Charleston, the six compa? nies of the 6th Regiment United States Infantry; at Aiken, Companies H and L, 5th United States Cavalry. "In addition to his duties os com? mander of the regiment. Col. J. V. Bomford is assigned to the command of all the troops in the State, which is hereby made the District of South Carolina. The commanding officer of the district will exercise his judg? ment, based on the reports of medi? cal officers, whether to placo the troops assigned to Charleston at onco in the city, or at Summerville, until the season of epidemics is passed." Paragraph 8 provides that "the Chief Quartermaster oi" the Depart? ment will establish his principal depot of supplies at Charleston, S. C., constituting Newborn, N. C., and, if necessary, Savannah, Ga., as sub depots." Paragraph 9 is as follows: "Brevet Col. M. Cogswell, of the 8th Infan? try, will continne in the discharge of his present duties as Chief of Civil Affairs in the late Second Military District, and will, under the instruc? tion of the Mnjor-General command? ing, bring said affairs to a close as soon as practicable, and retrench all expenditures possible. In the dis? charge of these duties, he will be assisted by Major J. W. Nichols, Paymaster, Brevet Captain Jame3 Davidson, U. S. A., (retired,) and First Lieutenant W. G. Fitch, U. S. A., (retired.) All of whom are here? by assigned to duty with Brevet Col. M. Cogswell." Paragraph 10. "All staff officers and others in the late Second Mili? tary District having oharge of public property or funds, whether under appropriations for civil or miliiary affairs, will at once make, through the ohiefs of their departments, or the Adjutant-General at these head? quarters, reports showing the amount of funds; quantity and quality of public property; under what appro? priation procured; where situated, together with recommendations for its disposition, in case no further use exists for the same. FRANCE.-Tho correspondent of the Philadelphia Ledger says that large pnrchases of bay have just been made in New York, on account of tho French Government. This fact, together with recent heavy pur? chases of horses for the same party, and the enormous accumulation of bullion in the Bank of Franco, (equal to 8250,000,000 in goli now,) islook red upon by not a few of tho longest heads, in financial and business circles here, as indicative of a com? ing war-notwithstanding the Em? peror's protestations that the empiro is peace. Private letter from intelli? gent sources on the other side fall in with this expectation. They say thore is much dissatisfaction of a political character beginning to man? liest itself in very unmistakable forms among the masses, (though the public journals are silent on the subjeot,) and that the Emperor, to avert trouble at home, may deem it politio to get up a war with his neigh? bors. That, we are assured, is the certain drift of all his later move? ments. Jody 6ays a Belgravian mamma, who has succeeded in getting her own seven daughters "well off her hands," has determined to extend to others the benefit of her "system." She is going to open a "class" for the instruction of young ladies in the art of husband-catching. It is to bo called the "School of Design!" The people of Indiana aro begin? ning to think that something must bo done to relieve them of tho stigma of living in "the great divorce State." That tho public lauds should be distri? buted as widely as possible among tho peoplo, and should be disposed of cither under tho pre-emption of homestead lands, and sold in reasonable quantities, and to nono but actual occupants, at the mini? mum price established by the Government. When grants of tho public lands may bo allowed, necessary for tho encouragement of important public improvements, tho proceeds of the sale of such lands, and not tho lauds themselves, should bo so ap plied. That tho President of tho United States, Andrew Johnson, in exorcising tho power of his high office in resisting tho aggres? sions of Congress upon tho constitutional rights of tho States and tho peoplo, is en? titled to tho gratitude of tho whoio Amcri can peoplo, and in behalf of tho Democra? tic party, wo tondcr him our thanks for his patriotic efforts in that regard. Upon this platform, tho Democratic party appeal to every patriot, including all tho conservative element and all who de? sire to support tho Constitution and ro storo thc Union, forgetting all past differ? ences of opinion, to unite with us in the present great strugglo for tho liberties of tho people; and that to all such, to what? ever party they may havo heretofore be? longed, wc extend tho right hand of fel? lowship, and hail all such co-operating with us as friends and brethren.
