recommendation for a general jail
delivery in the Southern States,
heretofore telegraphed, was formally
presented to the' Cabinet yesterday,
but produced no action. The habeas
corpus being restored, and tho Courts
being open, relief from unjust or
illegal punishment was within easy
and speedy reach of every citizen ;
whereas the sweepingaot'on proposed
by General Grant would doubtless
throw many bad nian on these com?
munities.
A careful reading of tho second
section of the fourteenth amendment
of the Constitution, shows that the
people must vote for Presidential
eleotors, or l?se their representation
in Congress.

for murder. The following colloquy

Grant, who is known as the respecta?

The negroes of Mobile, Alabama,
took possession of tho street cars a
few days ago. The whole police

excitement prevailed in the city,
and at one time it was thought that
a serious riot would ensuo. It is
said that the disturbance was caused
by a despatch, received from two of
the Mobile negro Representatives in
the Alabama "Legislature," to the
effect that the common carrier bill
had been defeated, and advising the
negroes to take tho law in their own
hands.
One of the vexed questions is, when
does a boy ceoso to be a boy, and be?
come a man? When does he leave
the state of betweenity, and arrogate
to himself the rights of the mau and
citizen? Tho question has recently
been decided by a youth who, when
called a boy, changed sides with the
qnid in his mouth, and indignantly
said: "Don't call me a boy; I've
chewed tobacco these five years."

KENTUCKY.-William G. Willis died
at his residence in Bnllittsville, Boone
County, Kentucky, a few days ago, of
apoplexy, in tho forty-eighth year of
his age. He was probably the largest
man in Kentucky, weighing 500
pounds. His average weight for a
numbor of years has uot been less
than 490 pounds, and sometimes it
reached 525 pounds.

eight years, drowned herself in the
canal at Indianapolis, Ind., yester?
day, because her mother would not
