THE ANDERSON DELEGATION.-The following report "was submitted by tbe Committee on Privileges and Elections of the House of Repre? sentatives, yesterday, in the matter of tho Anderson delegation. It has been made the special order for Thursday next: HOUSE OF REPRESENTATIVES, COLUMBIA, August 3, 1868. The Committee on Privileges and Elections, to whom was referred the protest of John R. Cochran and N. J. Newell, for themselves and one James Webb, citizens of Anderson County, in the State of South Carolina, con? testing the seats of Johu B. Moore, B. Frank Sloan and John Wilson, sitting members from said County, beg leave to report that they have had the same and accompanying pa? pers under consideration, together with a mass of written testimony submitted by tho contestants, and papers from military headquarters, Second Military District, communi? cated through hisExceiJ^iicy-tJio Go? vernor. The protestants claim the seatsof the sitting members, upon the ground of fraud, bribery and intimidation of voters, by threats of violence and discharge from employment, ?fcc., under the influence of which num? bers of qualified voters wero kept from the polls, during the election in said County for State officers and members of this General Assembly, held on tba Utb, 15th and 16th days of April last, and who, it is alleged, would have voted for them ; and under said influences, others voted against their desire and intention; and tho illegal voting of persons deemed to have been disqualified from voting at said election, under Acts of Congress. Your committee, after careful in? vestigation, which was somewhat protracted, having nflbrded the con? testing parties the time asked for, in order to collect testimony in their behalf, and after maturely consider? ing the evidence before them, beiug a large number of affidavits sub? mitted by both parties, your commit? tee deeming it unnecessary to send for persons, and hearing counsel on both sides, have unuuimuusly do cided: 1st. That tho evidence before them does not prove thut a sufficient num? ber of illegal votes wero cast at any particular box or boxes, during said election, for any one or more of the persons who are returned as having received the highest uumber of votes, viz: The contest?es, John B. Moore, B. Frank Sloan and John Wilson. If it were so, and, after deducting said illegal votes from tho majority candidates, the contestants were left a greater number of legal votes than tho contest?es, then they would bo entitled to their seats as tho legally elected Representatives from said County. This view of your commit? tee is sustained by decisions iu nu? merous cases, decided in our own Legislature heretofore, and we think in many States of the Union; indeed, in no other way, and for no other reasons, coul 1 a party rightfully ob? tain tho seats of those who were re? turned as having been elected. 2d. Your committee have also una? nimously decided that fraud, bribery and threats of all kinds were used, both by employers and other parties, and illegal conduct of managers, abundant proof of which is contained in the papers herewith returned to the House, to au extent which satis? fies your committee that tho full and free exercise of the suffrage by a large portion of qualified electors, during the election hereinbefore mentioned, were not enjoyed. Your committee being satisfied of this, beyond the shadow of n doubt, and believing that if those things were not so; if the electors in this County during said election, in the exercise of a right secured to them by the supreme law of the land and of this State, were untrammeled, tho results would, perhaps, have been other than that reported; therefore, your committee recommend the adoption of the following resolutions: Resolved, That tho seats of the sit? ting members from Anderson County be, and are hereby, declared vacant. SUDDEN DEATH FROM EATING WATEB-MELONS.-Coroner Whiting held an inquest, yesterday, on the body of William Waring, a colored fisherman, who resided at No. 157 St. Philip street. Waring had been on tho water for several days, and, returning home on Saturday night, ate profusely of water-melons. An attack of cholera morbus ensued, which soon resulted fatally. At a meeting of the D?mocratie ninl^ nf the Fork of Lexington, held on the 18th day of Joly, 1868, the following proamblo and resolutions were reported nud unanimously adopted* in reference to the decease of David Bookman, who died at his residence, in Lexington District, on the evening of July 15th, nfter an illness of three weeks, which sad event is deeply deplored by all who had the good fortune to know his inestimable worth and character: Whereas, Death has invaded our ranks, and, in the inscrutable wis? dom of Divine Providence, this Club has been deprived of tho services of a useful and valuable member, and our District nnd the country at largo of an active and honorable citizen; and, Whereas, The loss of a good and upright man, of one possessing, in au eminent degree, those qualities of head and heart which fit him for stations of trust and confidence and command the respect and esteem of his fellow-men, is a publio calamity at all times, and, in the present con? dition of the country, in a peculiar manner a matter of tho deepest re? gret; therefore, be it Resolved, That, in the removal, by death, from tho scenes and labors of this life, of our highly-esteemed friend and fellow Democrat, David Bookman, this Club has lost one of its best and most efficient members, the community ono of its most ener? getic and enterprising men, society one of its brightest ornaments, and the country a public-spirited and worthy citizen. Resolved, That, while we bow in meek submission and humble resig? nation to the decrees of God, we feel that, at such a time, wo have great cause to deplore the death of such a man.
