WASHINGTON, July 30.-Tho State i Department has issued to the Russian Minister a treasury check for $7,200,000 in gold, which closed the Alaska transaction. The South Carolina and Georgia Legislatures, in tho recent elections, which indicate the abandonment of extreme views, creates consternation in radical circles hore. The Republican Executive Com? mittee have unfavorable accounts from the South. Major Moore, of the San Antonio Ex2>ress, who has just arrived, says there is little hope for the reconstruction policy in Texas. A member of Gov. War mouth's staff, just arrived from Louisiana, says if the President does not respond to the call for troops, which tho Governor will make, in compliance with tho resolution just panned by the Legislature, the State will be practically in rebellion. He says the Western part of the State is wholly under tho control of tho Ku Klux Klan, who ride about open? ly by day-light. Several of the for? mer rebel cavalry regiments have been re-organized and called "Sey? mour Knights," and the infantry companies "Blair Guards." Preparations aro makiug to reduce the navy, in compliance with the re? duced appropriations. Two vessels will be withdrawn from eaoh foreign squadron. Reverdy Johnson leaves on Satur? day, accompanied by Mrs. Lincoln. A. Republican, who favored John* son during impeachment, has been proposed for Commissioner of Inter? nal Revenue, in whose favor Rollins will unconditionally resign. The new tax law halts, on account of differences between MoCulloch and Rollins. A compromise is re? garded necessary and probable, which will continue the commissionership in Republican hands. Large num? bers of o?lce-holders have been dis? charged, on account of meagre ap? propriations. Internal revenue receipts to-day 81,750,000. Au Omaha despatch says reports havo rAn.eb.ed there, from Wood River, Nebraska, that a large band of Sioux and Cheyennes attacked a small party of Pawnee scouts, under Lieut. Hawley, killing one Pawnee and wounding Lieut. Hawloy, and capturing their arras and ammuni? tion. The agricultural report states the increased number of acres planted in corn at 2,500,000-in?rense mainly in tbg South. The crops generally aro iasplendid condition. The yield of wheat is above the average of last year, except in the Southern States. Cotton returns show a heavy falling off in tho average, except in Texas; the avorogo reduction in acrcnge is about two per cont.; there is, how? ever, better and .'"aner culture, and a wide uso of fertilizers. Tho stand of tobacco, except in Kentucky and Michigan, is a little below average. Yesterday, the Senate of Tennes? see unanimously declared that the State was unnble to pay tho interest on the Stato debt, and passed a bill providing for the funding of both tho principal and interest duo and becoming d?o for three years.
