Ne iva Items. MONTOOMBUY, Joly 23.-William Worser lias been elected Senator for the term ending in 1871. General Warner is from Ohio, and bas been in the South sinoe the j close of the war. ATLANTA, July 23.-General Meade has issued an order, turning the State over to the civil authorities. The Democrats had the most brilliant turn out over known in Georgia. There was a grand mass meeting and procession; addresses made by Generals Toombs, Cobb and Hon. Benj. Hill, opposing the Reconstruction Acts as unconstitu? tional, and hoping for ' thc success of Seymour and Blair, pledging the South to the support of the Constitu? tion and Union of States, as handed down by our fathers. The Wowing was adopted: Resolved, That the Democrats of Georgia, in mass meeting assembled, do hereby heartily approve and en? dorse the principles enunciated in the platform adopted by tho National Democratic Convention held in the city of New York, July 4th, 1868; and that to Horatio Seymour, of Nev York, and Franois P. Blair, of Mis? souri-the nominees of that Conven? tion for President and vice-Presi? dent-the Domocrats of Georgia will give a cordial and unit 3d support. NEW ORLEANS. July 23.-Tho hill appropriating tho special funds in the State Treasury to defraying tho I expenses of tho Legislature, vetoed by Governor Wnrmouth, was yester? day pn?sed by both Houses over tho veto. WASHINGTON, July 23.-Tho ad? journed radical meeting passed reso? lutions of impeachment; appointed a committee to present the resolu? tions to the Constitutional Commit? tee. Resolutions regarding Missis? sippi were offered, but Senator Wil? son said ho had a bill prepared, vacating all offices in Mississippi, and filling them from persons recently voted for, who could take tho test oath; tho Military Commander to enforce tho Law without delay; and this shall constitute Mississippi's Go? vernment until othcrwiso ordered. Resolutions conferring extraordinary powers on the Virginia Convention wore adopted. No notion regarding Texas. Tho feeling of tho meeting was intensely bitcer. Eggleston was present^ and approved Wilson's Mis? sissippi plan. In tho Sonate, Wilson introduced a bill, providing a provisional go? vernment for Mississippi; also intro? duced a bill providing for additional action in suppressing insurrection in tho States, applying to thoso lately reconstructed, and providing Federal assistance only on application of tho Governors or Legislatures authorized by tho Reconstruction Acts, which was referred to tho Judiciary Com? mittee. Tho bill subsidizing a line of steamers boneo to Europe, passed. Protection to Americans abroad was resumed and discussed to recess. The House, after unimportant bu? siness, discussed having a recess from Monday to tho third Monday in September. Tho arming of the Southern States monopolized atten? tion, and every speaker, after having j expressed his views briefly on the subject, was called to order for speak? ing on a bill pending when it wns not before the House. This move? ment is evidently prominent in the mind of every member. Garfield was unwilling to adjourn until party fi lends South were armed. Wnsh burne (recognized as Grant's organ in tho House) said that Grant dis? approves of the measure, on the ground that within ten days theso arms would boin the hands of rebels. Washburne, favoring a recess, as? sured tho House that tho President | would sign or veto a'l bills ponding, and the speaker announced that tho | President had signed tho tax bill, with a protest. Boyden, of North Carolina, protested against sending arms thoro: they were not needed, and would ouly tend to creato strife and excito passion, which ho thought it was tho duty of Congress to assuage, and, if possible, to prevent. Dewees, from North Carolina, mado a wild speech, appealing for arms, using belligerent language, saying, in effect: "Como onl como on!! tho representatives of 4,000,000 people, though they had dark skins, would bo iii the front." This speech ex? cited much mirth on the floor, but it was ovidontly deprecated by tho radicals. Finally, tho Senate reso? lution for a recess was adopted, and a motion to reconsider the vote to? morrow prevailed, which leaves the question still open. ' After considerable discussion, the report was recommitted, with instruc? tions to report folly as to the expense of the plan proposed; and also of preparing suitable rooms for tho ses? sions of the Supreme Cou't of the State. On the call for unfinished business, the motion of Tomlinson, requesting the Committee on Privileges and Elections to report on Friday on a bill to regulato elections in incorpo? rated cities and towns, was taken up and passed-ayes G2; naj-s 2-1. Tho favorable report of the Com? mittee on Privileges and Elections on the petition ?,f N. E. W. Walker, Sheriff elect of Barnwell Comity, proving for the removal of his politi? cal disabilities, was taksn up aud adopted. Bills "to incorporate the Citizens' Savings Bank of South Carolina," and "to incorporate the Chcraw Hook and Ladder Company," were severally read a first time and re? ferred to the Committee on Incorpo? rations. Thc bill "to prevent discrimination between persons carrying on busi? ness requiring license, on account of race, color or previous condition," was read the first time and referred to the Judiciary Committee. A resolution requesting the Speak? er to appoint a Committee of Five on Political Disabilities was adopted. Also, r resolution referring the re? port of tiie President of the Bank of the State of South Carolina to the Committee of Ways and Moans, w ith inst motions to report on Tuesday. The report of thc Judiciary Com? mittee, recommending concurrence in the joint resolution to repeal, for this session, the resolution of 1830, requiring three months' notice to bel given of an intention to apply for an act of incorporation, was taken up and agreeed to. Reports from the Judiciary Com? mittee, in reference to tue board of commissioners appointed by the Constitutional Convention to pur? chase lauds and locate the court houses of Pickeus and Oconce Coun? ties, were received. The reports simply state that the labors (d' the commissioners wero still unfinished, ! and ask further time. Thc same committee made a report on thc resolution proposing to go into an election for Chief Jnstico of the Supreme Court on Thursday, (yesterday,) and to fix the .terms of the associate justices. Tho report states that tho opinion of tho com? mittee is, that the election should bc postponed until Wednesday, and tho terms of office of tho associate jus? tices should bo determined by tho voice of tho General Assembly. Tho samo committeo made a report on the resolution providing that all deeds, mortgages, Arc, should be recorded iu tho clerk's office within thirty days after thoir execution. Tho report stated that this matter would bo covered by the general legislation of tho body, and any action in tho premises, nt this time, would bo premature, aud therefore it was recommended to indefinitely postpone the resolution. Agreed to. Tho same committee reported, by bill, on tho resolution to remove tho court houso of Beaufort County from Gillisonville to Beaufort Town. Thc bill provides for this, Ju compliance with a resolution passed by the Con? stitutional Convention, aud estab? lishes a board of commissioners to tnako thc necessary arrangements. Tho Committees of Ways aud Means and of tho Judiciary were authorized to employ clerical assist? ance Neaglo offered a resolution, in? structing the Committeo of Ways and Means to report as early as prac? ticable what part of tho State taxes known aa capitation taxes was paid by colored people, what it costs tho Stato to collect it, and what amount of tho costs accruing in executions issued for non-payment of such taxes remained unpaid.
