MONTGOMERY, June 20.-Fine and seasonable rains have fallen in dif? ferent parts of Alabama, in the last few days, coming just in time to save tho corn crop, which was nearly burned up. Members of the L?gislature, elect? ed under the reconstruction law, are arriving, in anticipation of the omni? bus bill. None but radicals wero elected, as the anti-radicals acted on tho suggestion of the reconstruction law, and defeated the Constitution and Legislature by non-voting. PORTLAND, MAINE, June 20.-A boat, containing eight men, was cap? sized to-day, and five drowned-all Frenchman. Four leave families. An extensive burglary at WUliston, Vermont, on Sunday night, has led to the discovery of the den of the notorious burglar, Charles Potter, where Mrs. Griswold was murdered two years ago. Potter has escaped, but his family have been arrested. NEW YORK, Jone 20.-The Gussie, of forty tons, sailed forty miles in four hours and thirty-three minutes, winning the regatta cup. A steam tug, towing a barge, ex? ploded off Pier No. 1, East River. The tug sunk, and all the crew were more are less injured-one drowned. A school bouse, in Monroe, Conn., wns struck by lightning on Tuesday, and three children, eight, ten and thirteen years of age, were instantly * lulled. j WASHINGTON, June 20.-Mccul? loch has not resigned. SAN FRANCISCO, June 20.-A rock slide occurred on the Pacific Central Road, killing several Chinese. The first train reached Reno yesterday. 9,000 workmen fere employed. WASHINGTON, June 20.-The House was occupied with unimportant mat? ters until the veto of the Arkansas bill, which finally passed 110 to 81 the veto notwithstanding-a party vote, except Steuart, of New York, who voted with the Republicans. The Kentucky election contest came up, and was discussed to adjourn? ment. In the Senate, 1,300 printers and book-binders, of New York, repre . scnting American industry, paralyzed by cheap foreign labor, ask a protec? tive tariff. A similar petition was presented from Delaware, from labor I crs and citizens. Without acting on veto, after executive session ad? journed. The tax bill reported to-day, comes up Monday. It reduces whiskey GO, and tobacco from 40 to 80 cents. The President has pardoned Con? federate General Heth. Veto or the Arkanaa* Bill. WASHINGTON, June 20.-Tho Pre? sident's veto of the Arkansas bill, was read to-day. -He says that the approval of this bill would bo an ad? mission, that the "Act for the more eilioient government of the rebel States and Aots supplementary there? to, " were proper and constitutional. Whereas tho President's opinion is not unchanged in this respect, but rather strengthened by tho results attending their execution. If Arkan? sas is not a State, this bill don't admit her; if she is a State, no legis? lation is necessary to her representa1 tion in tho United States Congress. Each House, under tho Constitution, judges the election returns and quoli iicatipns of its own members, and nothing is necessary to restore Ar? kansas, but tho decision by each House of tho eligibility of those pre? senting credentials. This is plain and simple. Tho plan of the Con? stitution, had it boen adopted in 1865, instead of legislation of doubt? ful constitutionality, and therefore unwise and dangerous, restoration would long since havo been accom? plished. Tho President again, recom? mends tho adoption of the Constitu? tional plan. The terms proposed are scarcely applicable to a Territory, and certainly not to a State which has occupied a placo in tho Un icu over a quartor of a century. The President is unable to find the authority for tho conditions of the bill in tho Federal Constitution. The elective franchise ie reserved by tho Constitution to the States themselves. The bill fails to provide how Arkan? sas shall signify her nccoptanoe of tho fundamental conditions ; nor does it prescribe the penalties for *b?ir nnli?fi?nUopT^ It is'seriously questioned whether tho Constitution bas'been ratified nccordihg to tho law assumed to bo in force before its I adoption. Tlie'Arkansas Constitu? tion restricted franchise, on its rati? fication, by tests unknown in tho reconstruction acts-among them, acceptance of political aud civil I right8;of nil ineu. ' li; is well known that a1 largo portion, if not a large majority, of ejectors do not accept j this test, and, if applied to voters North, there is'reason to believe! txrany of them would remain away 'from the polls, rather than comply with the degrading couditions. The President concludes: "Should tho people of Arkansas, therefore, desir? ing to regulate the electivo franchise, so as to make it conform to the Constitutions of a Inrgo proportion of the States of the North and West, modify the provisions referred to in the fundamental condition, what is to be tho consequence ? It it in? tended that a denial of representa? tion shall follow ? And, if so, may we not decide, at some future day, a recurrence of tho troubles which have so long agitated the country ? Would it not be the part of wisdom to take for our guide tho Federal Constitution, rather than resort to measures, which, looking only to tho present, may, in a few years, renew, in an aggravated form, the strife and bitterness, caused by legislation which has proved to bo ill-timed and unfortunate.
