arriving, in anticipation of the omni?
bus bill. None but radicals wero
elected, as the anti-radicals acted on
tho suggestion of the reconstruction
law, and defeated the Constitution
and Legislature by non-voting.
PORTLAND, MAINE, June 20.-A
boat, containing eight men, was cap?
sized to-day, and five drowned-all
Frenchman. Four leave families.
An extensive burglary at WUliston,
Vermont, on Sunday night, has led
to the discovery of the den of the
notorious burglar, Charles Potter,
where Mrs. Griswold was murdered
two years ago. Potter has escaped,
but his family have been arrested.
NEW YORK, Jone 20.-The Gussie,

four hours and thirty-three minutes,
winning the regatta cup.
A steam tug, towing a barge, ex?

sident's veto of the Arkansas bill,
was read to-day. -He says that the
approval of this bill would bo an ad?
mission, that the "Act for the more
eilioient government of the rebel
States and Aots supplementary there?
to, " were proper and constitutional.
Whereas tho President's opinion is
not unchanged in this respect, but
rather strengthened by tho results
attending their execution. If Arkan?
sas is not a State, this bill don't
admit her; if she is a State, no legis?
lation is necessary to her representa1
tion in tho United States Congress.
Each House, under tho Constitution,
judges the election returns and quoli
iicatipns of its own members, and
nothing is necessary to restore Ar?
kansas, but tho decision by each
House of tho eligibility of those pre?
senting credentials. This is plain
and simple. Tho plan of the Con?
stitution, had it boen adopted in
1865, instead of legislation of doubt?
ful constitutionality, and therefore
unwise and dangerous, restoration
would long since havo been accom?
plished. Tho President again, recom?
mends tho adoption of the Constitu?
tional plan. The terms proposed are
scarcely applicable to a Territory,
and certainly not to a State which
has occupied a placo in tho Un icu
over a quartor of a century. The
President is unable to find the
authority for tho conditions of the
bill in tho Federal Constitution. The
elective franchise ie reserved by tho
Constitution to the States themselves.
The bill fails to provide how Arkan?
sas shall signify her nccoptanoe of
tho fundamental conditions ; nor
does it prescribe the penalties for

Constitution, rather than resort to
measures, which, looking only to tho
present, may, in a few years, renew,
in an aggravated form, the strife and
bitterness, caused by legislation
which has proved to bo ill-timed and
unfortunate.
