The Assistant Commissioner is
compelled to call the attention of the
people of this District to thu great
increase within the past few days in
the number of applicants for' Go?
vernment assistance, und to thus
publicly announce that it will be im?
possible for him, with the limited
supplies nt his command, to assist
more than a fraction of those who
are now applying. Neurly one-half
of the amount at his disposal has
been already expended, and but a
limited proportion of the applica?
tions received have been acted upou.
In future, all applications for as?
sistance will bo referred to the officer
or ngent of the Bureau residing near?
est to the applicaut, with instructions
to investigate fully hts or her condi?
tion, and upon the report made, tho
Assistant Commissioner will act.
Applioatious should, therefore, to
save time, be made direct to the
nearest Bureau officer, who will for?
ward them to these headquarters,
with such expression of approval or
disapproval ns he may see fit to
make.
Tho applicant should state in each
case the name and situation of his
plantation, and the nearest railroad
station or steamboat landing; the
fact that the plantation is fully or?
ganized, th oj number - of adults and j
children (those over fourteen years
of age being considered udults) for
whom provisions are desired, and the
number of acres to be cultivated in
cotton, corn or othor products. In
ho case will food for animals be fui>
nished.
To tho freed people throughout
tho District, tho Assistant Commis?
sioner desires to say that the de?
termination now so prevalent in
many localities not to contract, ex?
cept upon terms which, while they
assure nothing to tho laborer, are so
disadvantageous to the planter as to
preclude tho possibility of any agree?
ment being made, is most unfortu?
nate, and can be productive of no?
thing but disastrous results. If such
people are under tho impression that
they will be fed by this Bureau, tho
Assistant Commissioner desires to
uudecieve thom without delay. No
loan of provisions will, under any
circumstances, be made to those who
are planting under contracts of such
a nature, that it is evident they will
not only not mako sufficient supplies
to live upon another year, but will
with difficulty be able to raise suffi?
cient to repay advances made them
tliis year.
Many people entertain the idea
that all that is necessary to enable
them to obtain rations, is to have
possession of a piece of laud. Such
is not the ease. The Assistant Com?
missioner must be satisfied that the
land is of such a quality, aud that
tho applicant is planting it under
such conditions, that ho will bo able
to produce from it sufficient not only
to repay his advance.", but to supply
himself and family another year.
Furthermore, no issues of rations for
planting purposes will be niado to
individuals, but only upon organized
plantations, with a responsible head,
either white or colored, whose ex?
perience and (." tractor is such that
tho Assistant Commissioner can have
no donbt but that his obligation to
the Government will be fullilled to
thu letter.
