CHARLESTON, February 27.-Tho Convention to-day passed sovonteen sections of the judiciary article Tho Judges aro to bo elected by the Le? gislature; Equity, District and Pro? bate Courts are abolished. A strong effort was made for the election of Judges by the people, but it failed. A resolution was adopted, tendering tho thanks of the loyal people of South Caroliua to Congress, Grant and Stauton. Some negroes opposed it. Tho Committee of two colored delegates returned from Washington, with the information that the Repub? licans did not wish for the election of colored Congressmen. The State is to be re-divided into Congressional Districts, with six Representatives instead Of fonr. The Convention is now holding two sessions daily, and they expect to finish by the 15th of March. Great rush for offices. ATLANTA, February 27.-It was re? solved, in the Convention, to-day, that .the State capital be removed from Milledgeville to Atlanta. RALEIGH, February 27.-The Ra? dical Nominating Convention, mnde the following nominations: Gover? nor, W. W. Holden; Lieut-Govornor, Todd R. Caldwell; Secretary of Stato, H. J. Menengor; Public Treasurer. D. A. Jenkins; Auditor, Henderson Adams. Most of the other State officers were attended to. A negro was nominated for Congress, but he decliued, giving as a reason that the radicals in Congress did not want negroes elected to that body. Congressional. In the House, after tho transaction of some unimportant business, tho Speaker raid a letter from the Chief of New York to tho Chief of Wash? ington Police, containing a state? ment, that Tal. P.
