EDITORS MERCURY: Tho apathy and indifference of the peo? ple of South Carolina to the im? pending degradation, infamy and ruin which await them, politically, socially and pecuniarily, ure indeed appalling. They are now standing, ns it were, on a magazine of powder, which a spark may at any time ignite and blow them into eternity. There is iu our midst a black volcano, whoso upheaving and partially smo? thered throes, are unmistakable of a terrific explosion. And yet no one seems alarmed or thinks, of making the slightest effort to rescue himself, his family or country from tho threatened destruction. Nero's fid? dling while Homo was burning is prudence and virtno to our present insensible and voluntary stupor and indifference. There is a great party at tho North, struggling for our salvation, and doing all that heroic and patriotic men can do,, to rescue tho people of tho South and the Republic from tyranny, dishonor and death, whilst we aro not raising a hand to help thom iu this fearful, mortal conilict. Are tho Southern people lost to all shame, insensible to all honor and indifferent to tho safely of them? selves, their famslics and country? If they are not, it behooves thom to be np aud doing before it is too late. Let there be, ht once, in this State, in every district, town, village aud neighborhood in the State, formed and organized a Democratic party, to affiliate with and act in concert with the National Democratic party of tho Northern States. This will strengthen them, and encourage them in their noble and patriotic resist' once to tho tyranny of a reckless Congress, whoso sole, parp?se seems to be, to destroy tho liberties of their country, and to establish a negro despotism-in tho South. Tho radical party, through tho in? strumentality of vile emissaries, out? casts of society from the North, and poor, ignorant and deluded negroes, aro thoroughly organized throughout tho South, in' every State, District and neighborhood. Their secret Union Leagues aro everywhere, and through them they have deceived tho negro and bought up. mean and un? principled whites by the temptation of office, from that of Governor down to constable. In this way they have got control of tho State, whilst tho honorable, intelligent, patriotic and virtuous have beeu supinely in? active and indifforent. This must not bo BO any longer. If tho con? servative men of tho State will-or? ganize everywhere, and exert their influence, thoy may yet opeu tho eyes of the negroes to this inevitable destruction which awaits them asa race and people. They may control, at least, tho best portiou of thom, and induce them to voto against tho ratification' of tho Constitution, or stay away from tho polls, intelli? gence, virtue and wealth must exert a powerful iufluonce over any und every people when; properly applied. By organizing Democratic clubs in every neighborhood, and having a central club nt the Court House, sending d< legates to meet in conven? tion, at Columbi?, the conservative Democracy may act in concert all over the State, and in harmony with tho National Conservativo Democra? cy throughout the United States. Such an organization is absolutely necessary in the coming Presidential election. We must have it to send delegates to tho National Democratic Convention, which will assemble in May, to nominate candidates for President and vice-President of the United States. We muBt have it for the purpose of nominating and elect? ing electors of President and vice President, for South Carolina. Wo must have it for the purpose of nomi? nating and electing Governor and all State officers, should the negro Yankee constitution be ratified in South Carolina, which God in his mercy arrest. But, above all, wo must have a Democratic organization for self-de? fence and protection, in this wild and fanatical revolution which is now going on in our beloved and once honored State. Let every one who regards his owu life, tho honor of bis family, and tho preservation of his property, set to work immediately in the formation of theso associations, in his immediate neighborhood. Let bim draw up a written constitution for tho association, founded on De? mocratic principles, and get all to sign it who will, both black and white, pledging themselves to act in concert with the National Demo? cracy, in preserving the Constitution, Union and liberty of the republic, the protection of all, equally, in the enjoymont of life, liberty, property and the pursuit of happiness, before the law and in obedience to the law. Tho present condition of society in Sooth Carolina is, indeed, a moat wretched, miserable ono. Every night, wo hear of conflagrations, murders and robberies. In the Reconstruction Acts ol Congress, it is expressly stated that tho military authorities are sent amongst us to protect life, property and preserve tho peaco of society. But instead of this being done, crime has increased ten fold in our mids! since tho advent of our military pro tcctors, and is still frightfully in creasing. It may be said that wo an in the midst of a savage war, and tin Ravage within our own possessions believing himself protected by tin I Government. It docs seem that tin day is not far distant when tho whit? raco will have to work hard to sup port the grown negroes in our jail and penitentiaries, and their ehil dren in free schools and poor houses What a commentary on Bepnblicai institutions in that unlawful nm usurped assembly now sitting in you Club House, forming a Constitutioi for tho once proud, glorious am honored State of South Carolin? Composed, us it is, of negroes, un principled and ignorant white mei traitors to their nico and countrj out-casts of Northern society, an adventurers, black and white Yal kees, with n Constitution bearing ir ternal evidence of its having bee written by somo ignorant Norther abolitionist, and sent hero for ado] tion. If, nuder these circumstance?, tl people of this Stato will not exe I themselves, in concert with the N tional Democracy and tho Preside] of tho United States, to prevent th vile and putrid patch-work of a G vernmunt being saddled on them at their posterity, then they deser their fate, and aro worthy of beii tho shives of negroes and the ou custs of Northern society. But neve never can I believe such a calumt and slunder. I feel assured eve nowspaper in the Stato will sound tl alarm, and go to work earnestly ai zealously in so good a cause, ai that every prominent man in L neighborhood will exert himself, ai that even the good negroes will lei their aid in protecting themselv and their country. There is a chi of white men in South Carolina wi are seeking oilier-, that wo may expect no aid or sympathy from. The finger of scorn will ever hereafter bo point? ed at them and posterity in all time to come, as the Judas Iscariote of their race. In conclusion, Messrs. Editors, let me make this fnrtber suggestion as to tho formation of these societies of Democratic clubs all over tho State. There sbonld be a President and a vice-President, a Corresponding Sec? retary and Treasurer elected by the society. They should meot as often us convenient, and each member should consider himself a committee to induce others to join. Every ono should endeavor to disseminate De? mocratic newspapers and speeches and essays in his neighborhood, and ?irocuro bis neighbors to subscribo or such papers and documents. As many as can, should meet at the court house monthly, and report pro? gress to the central society. These central societies should make reports to tho general society at the seat of government or capital of the State. Every member should consider him? self n sort of conservator of the penco for the suppression of vice and crime, and see that offenders aro brought to justice in our courts. They should aid the civil and military authorities in ferreting out evil doers, und pro? tecting tho innocent from lawlessness and wrong. And for this purpose they should be prepared to defend themselves when unlawfully assailed, in their persons or property. Good men are always brave and generous, and bad men are generally cowards. If the Southern States will organ? izo as I propose, they may carry tho entire South in tho coming Presi? dential election, aud defeat the ratifi? cation of all the bogus constitutions which have been formed by Northern radicals and adopted by negro con? ventions. Then our common coun? try will once moro stand redeemed, regenerated and disenthralled of radi? cal rule aud military despotism. This great model republic will be again governed by tho constitution, and made perpetual for a free, united and happy people. B. F. PERRY. "The Queen of Medicine."
