WASHINGTON, February 25.- The reception at the White House, last night, was remarkable for the un? usual crowd, absence of radical of? ficials and the presence of foreign representatives. Despatches of en? couragement to both parties continue to come in. The radicals in several localities have fired 50 to . 100 guns in honor of tho House resolutions. A special despatch sent Northward, says that Grant, in a conversation with Wilson, said the officers of the army are a unit in support of Con? gress. Not more than a dozen out of 2,500, would obey an order from the President, unless it came throngh him/ On reading the despatch from Thomas, declining the Brevet, Grant remarked, "Just what I expected from Thomas-he is a good soldier." The Administration abandoned the ?qtto warranio against Stanton, as pro? ceedings against Thomas, to-morrow, will cover the ground. The Cabinet met at noon. All present except Thomas. Stanton still holds the*War Office and orders his subordinates to communicate no? thing. The excitement has subsided en? tirely. Reconstruction Conventions. CHARLESTON, February 25.-The .Convention, to-day, passed to a third reading the entire executive article, numbering twenty-three sections. It is understood that a Republican canons will nominate either T. J. Robertson, of Columbia, or Gen. R. FL Scott, for Governor. Congres? sional nominees are being considered. RALEIGH, Febniary 25.-Last night, by a strong vote, the Conven? tion adopted the article on suffrage, making it general without the test oath. TALLAHASSEE, February 25.-The Convention passed the day in read? ing the Constitution, whioh was adopted as a whole about sund-owu. At half-past 5 P. M., the Convention having finished its labors adjourned, subject to the call of the President. The Constitution adopted appears tolerably satisfactory to all classes, and the best feeling prevails among the delegates and citizens, i The Re? publican Nominating Convention meets to-night. . Congressional. WASHINGTON, February 25.-lu the House, a bill was introdnced for a ship canal around the Falls of Nia? gara. Stevens and Bingham report? ed that they had performed tho duty of informing tho Senate of the im? peachment resolutions. $15,000 was appropriated to the Washington poor, disbursable by the Freedmen's Bu? reau. The new Constitution of Ala? bama was presented and referred to the Reconstruction Committee. A resolution was adopted, that report of impeachment articles be debnted ono day and with voted on with? out debate or dilatory motions. Tho Impeachment and Reconstruction Committees are allowed to sit during the sessions. Adjourned. lu the Senate, Sumner read tho Harvey despatches and ??plained bow they came confidentially into his possession. At noon, tho Clerk of tho House appeared and announced the passage nf the impeachment re? solutions. The Harvey despatches were loosely discussed, and several partizan papers sustaining impeach? ment sent to tho Clerk to bo read. Hendricks objected, aud on a vote, tho Senate refused to bear them. A special committee, consisting of Howard, Trumbull, Morton, Konkling, Ed? munds, Pomeroy and Johnson, were appointed to examine impeachment and report proceedings.
