i ._ COLUMBIA. Sunday Morning, February 9,1868. Spain and Italy? Spain seems to be moving earnestly towards the point whore a collision ?with Italy cannot be avoided. The Government of Isabella bas been gfven notioe bv the Govern rn??nt of Victor Emanuel that no intervention by Spain, in the Roman question, will be allowed by Italy, that privi? lege being reserved to Franoe by speoial treaty. The hint does not seem to have had any effect. It is now stated that steps have been taken in Spain to institute a new corps, called the "Papal Legion;" in other words, Spain will either furnish the Holy Father with soldiers, or allow it to be done within her dominions. The Convention of 15th September, 1864, contained the following stipu? lation: "The Italian Government engages io raise no protest to the organiza? tion of a Papal army, even if com? posed of foreign Catholic volunteers, snffioing to' maintain the authority of the. Holy . Father, and tranquility as well in the interior As upon the fron? tier of his States; provided, that this force shall not degenerate into a means of attack against the Italian Government." This provision might be thought sufficient to guarantee, on the pert of Italy, that no objection would be made to the embodiment of foreign volunteers for the Pope anywhere. But the correspondence between Italy and France in relation to the formation of the Legion-of An tibes, will show that the former power did not recognize the right of embody? ing foreign Volunteers to bo given in any other country but the Papal States. The Pupal Zouaves, of which we have heard considerable, were iormed in the Roman States of foreign volunteers altogether, who had gone there to enlist. To such a force as that Italy declares that she docs not object. But the formation of a Papal Legion at Antibes, in France, composed in great part of soldiers allowed to leave the French army to enlist therein, was consider? ed a very unfriendly act by France, which led to considerable corres? pondence, showing much irritation in theltalian Cabinet. The liberals of tho French Corps L?gislatif and Senate have denounced this net as b ung a violation of the treaty with Italy, and giving to the latter full c uise to complain of a wrong. Tho question that will now come up will be, whether Italy will permit Spain to imitate this Antilles ozperiment, and to furnish the Popo with soldiers, raised, orgaujzed, drilled, and, until tho transfer to tho Holy Father, sup? ported by Spain. Unless some inter? ference is successful, war must follow. Spain is bigoted, and Italy is passion? ate-they aro the mo.it unlikely nations in Europe to listen to reason. The telegraph from Europe informs us that Gen. Failly, commander of the French Expeditionary Corps, is about to return to France with ono division of troops, and that the re? mainder will be quartered in Rome, under Gen. Dumont. If this is cor? rect, all pretense of maintaining the Convention of September is aban? doned by France. Thc troops were withdrawn from Rome immediately after the battle of Mentana, it being given out that they only came to save the Holy Futher, and that they would be withdrawn as soon as* the danger was over. Upon this theory the soldiers were sent to Ci vi ta Vee ch?a, and it was supposed they would soon leavo tho Italian soil. Tho in? sincerity of the statement is shown by this new movement, which isr in fact, a permanent restoration of tho French rule in Rome, ns it exuded from 1818 to 1866. The Convention han been occupied during the past two days in discuss? ing the Bill of Right?-seventeen sections of which were adopted. To? day, the report of the Committee on Rules and Regulations was taken up, and, after much discussion, it was finally adopted. The assemblage went into Commit? tee of the rviiulo un ?he ninth sec? tion of the Bill of Rights, Rutland in the Chair, when the Presideut made a speech, offering, as an amend? ment, that the words "have the right to determine thc law and the fuels, uuder the direction of the judge," be stricken out, aud the words "be judges of the law and the fucts." be inserted, and moved that the Com? mittee rise and report the amend? ment to the house; which was done. On Tuesday night, one of the gates of the city of Cork was under? mined and blown up, supposed by Fenians, and the telegrnh wires lead? ing into the city were cot. No other demonstrations were made. Several persons who are supposed to be implicated in the affair were arrested.
