SAVANNAH, January 31.-The ship Jjono Star, for Hilton Head, with ten passengers and three deck hands, left here op Tuesday, and w?s clown ont to sea. v She was Overhauled by the bark ftnreka, from Antwerp. It is stated that a military commis? sion will proceed, on Monday next, to investigate certain charges alleged against the Mayor of Savannah. MONMOUTH, III., January 31.-A negro, named Marshall, while at? tempting to break jail, was shot dead. FRANKFORT, KT., January 81.-A negro raped an Irish girl, fifteen years old, and then threw her over an embankment, breaking her shoulder. The people hung the negro. HARRISBURG, January 31.-A broken rail threw the Eastern bennd passenger train off. Four cars_were binned. Aimil Duggua, of Jfiiis burg, wes killed and several others slightly barned. The Naples despatch reporting the falling in of Vesuvius is bogus. Congressional. WASHINGTON, January 31.-In the House , Elliot reported a bill con timi? ng the Freedmen's Bureau. A reso? lution, withdrawing the assent of Ohio to the fourteenth section, was presented. The Judiciary Commitee has been ordered to report on the law question involved. The conference report on the cotton tax was adopted. It abolishes the tax after 1867-tariff after November 1,1868; vote 104 to 43. In the Senate, Ohio's withdrawal of assent to the ameudment created a sensation. Johnson argued, with others, that assent could not be with? drawn. Reconstruction was resumed. District matters were considered. It is stated that the Chairman of the Senate Judiciary Committee is ad? verse to an immediate report on tho Supreme Court bill. The Reconstruction Conventions. CHARLESTON, January 31. -Nothing of general importance was done in the Convention to-dav. Adjourned to Monday. $12,000 'in State bills have been received from the State Treasurer, for expenses of members of the Convention. RALEIGH, Jannary 31.-Tho Con veutiou yesterday adopted, with slight amendments, the article on Governor and other Executive State Officers, as reported. A committee of five was ruined to report names of persons entitled to be relieved from political disabilities. To-day, the report of the Committee on Militia was considered in Committee of the Whole; it requires every able-bodied male citizen, between the ages of twenty-one and forty years, withont distinction of color, to perform mili? tia duty, except those who have reli? gions scruples. The reporter of the new Daily Carolinian was expelled from the nail by the President for the use of the term "nigger," in its report. The Convention, by a test vote, laid Mr, Durham's resolution, in favor of a general amnesty, upon the table. RICHMOND, January 81.-The Con? vention adopted several additional articles. The report of the Financo Committee was adopted; one of them Providing for the settlement with the tate of West Virginia about her share of the State debt, and the ap? propriation of the amount, when paid, to the payment of the public debt of Virginia. ATLANTA, Jannary 31.-The bill of rights was completed to-day by the Convention, and the subject of relief debated without any definite results. Mrs. Mary Holland, of Vinton, Ohio, lias hud her son Thomee ar? rested on a charge of perjury, in swearing that he was twenty-one years old, in order to obtain a mar? riage license. The fond mother is bitterly opposed to tho match, and says she would rather see Thomas go to tho penitentiary than to marry the woman he intended to. Bonds quiet, at 72 }?. The bullion in the Bank of England has increased ?119,000. LIVERPOOL, January 31-3 P. M. Cotton active and firm-prices unal? tered; sales of tho week 113,000 bales, of which exporters took 19,000 and speculators 12,000; stock 396,000, whereof 146,000 are American; Bom? bay shipments to the '24tb, 31,000 bales. Manchester advices favorable. A man was buried in Albany a few days ago who, it was said, had died from a wound accidentally inflicted upon his face while shaving. It is now thonght that he, with others, was engaged in the commission of a burglary somewhere upon the line of the Susquehanna Railroad, and that he was shot by an inmate while at? tempting to enter the house. The Kansas Legislature has memo? rialized Congress to prohibit, by law, the sale of large bodies of loud to one person, and asking that railroad companies owning lands received from Congress shall be forced to put them into the market. At Vicksburg, fires aro becoming so frequent that the insurance com ?anies are cancelling their policies, ho city council has passed an ordi? nance enrolling all able-bodied citi? zens in a body, to bo known as a special city police. -A midnight elopement in New York was frustrated by a cat, who frightened the young lady into a fainting fit, as she was going down stairs to meet tho expected lover at the door. Mejia is a regular fire-eater. He was taken ou*, of his bed to fight a duel with Garza, and shot his man sitting in a chair, at twenty paces. Then he was put to bed happy, again. Garza died. J. G. "Wheeler, of the firm of Gam? ble k Co., stationers, at Nashville, was severely bruised last Monday, from tho effects of a shock received while opening a lettor he received through the post office. A father-in-law was recently killed by his son-in-law at Huntsville, Tennessee. Buutin, the son-in-law, was a blacksmith ; and Britton, the father-in-law. wa*1 employed to work .with him. John G. Barry, who has worked at the case, in Holly Springs, thirteen ?pars, recently left for Vicksburg, [e is in his eighty-third year, and his first efforts at typo setting was a notice of tho death of Washington. Work on the Cologne Cathedral, suspended three centuries ago, will bo resumed next spring. The next Presidential election will be the twenty-first. COLUMBIA, MARKET.
