Convention, a resolution prescribing
thc oath of office for members and
officers, passed. A resolution was
passed, to telegraph Gen. Meade, in?
forming him that the Convention was
ready to receive any communication

Houso of Representatives, with a
slight alteration, were adopted. Gov.
Walker and ' the Stato officers wero

CHARLESTON, January 22.-The
proceedings of the Convention, to?
day, were dull; resolutions were of?
fered, referring to the division of the
Districts of the State, to establish
penal code and reform schools, and
re-organizing the Supreme and Infe?
rior Courts. Some opposition was
manifested to measures of relief, but
a vast majority favor them. The
question will probably be decided to?
morrow.
RALEIGH, January 22.-The Con?
vention spent to-day nxing the per
.diem, traveling expenses, Sec., and
resolving to have reporting for the
Convention. The per diem was fixed
at $8 per day for members and $12
lor the President; traveling expanses
twenty cents per mile.

Convention, to-day, adopted article
03 of the Constitution, providiug for
the election of two sheriffs and two
coroners for tho Parish of Orleans

tees, to-day, tho following resolution,
offered by Gen. Grant, was adopted:
That in view of the present destitu?

South-western States, it is, in the
opinion of this board, expedieut that
tho Executive Committee and tho
General Agent be authorized, in con?
formity with the permission granted
by Mr. Peubody, to expend 40 per
cent, of tho principal of the fund, in
addition to tho accrued interest; and
that as largo a portion of said sum
not exceeding $200,000-bo expended
during the current year as in their
judgment can be advantageously
used in promoting the objeot of tho
trust; and tho authority of tho board
is hereby given to such appropria?

posed that the matter of stationery

Stevens objected; that was the old
rule, under which members made
stationery cover pantaloons and shirts.
Ross proposed an amendment, sus?
pending payment of members, while
traveling in Europe. The bill finully
passed. Resolutions from Mississippi,
praying the removal of political dis?
abilities from certain citizens, were
presented. Blane introduced a bill,
taxing shares of national banks. The
Post Offico Committee was directed
to inquire as to tho expediency of
abolishing tho franking privilege.
Tho Committee on Education und
Labor was directed to inquire as to
the expediency of providing a general
system of education in rebeldoai
educating overy child between five
aud twenty. A bill, forfeiting lands
granted rebel States for railroud pur?
poses, was resumed. During the dis?
cussion, Chundlor called .Julian a
coward. The speaker ruled the words
unparliamentary. Chandler retorted,
"Certainly not, if he is one." Julian
retorted, that Chandler could test his
cowardice at any time. Chandler re?
plied, "Very well, sir-I'll take an
early opportunity." Tho bill weut
over.
In tho Senate, the reconstruction
bill was read over. Doolittle ob?
jected to tho second reading and it
went over under rules. The Confer?
ence Committee's report on the anti
contraction bill waa adopted, and
goes to the President. The amend- j
mont to the cotton tax, admitting
foreign cotton duty free, was re-nf
firmed by the Senate-25 to 18. The
Committee will probably agree to
disagree, and the bill will fail. The
