Scott, Assistant Commissioner of tho
Freedmen's Bureau for this State.
The letter contains information of
importance, and will be read by our
planters with interest:

[Circular Letter.]
The Government having again
charged the Assistant Commissioner
with tho duty of distributing food
?among the people of *his State, for
the double purpose of preventing
suffering from the destitution, now
common in many localities, and to .
enable the people to provide against
a recurrence of the like destitution in ,
future, it becomes necessary, in order
to accomplish, tho object designed,
to adopt such a system of distribu- ?
tion for the supplies thus loaned, as ;
will most effectually both accomplish ?
the objects above named, and insure ?
to the Government the re-payment
of its means. This end can only be
attained by a well regid ated system
of labor-for from such a Bystem
alone can it bo expected that any de- :
gr?e of prosperity will follow. It 1
will be found impossible to distri?
bute food to tho needy thousands, as ]
individuals, but only as communities.
The sad experience of the post year i
should have given a lesson of profit |
to all. Hundreds of people were the ,
recipients of the charity of tho Go?
vernment, who claimed to bo plant- |
in g at tho timo they wore fed, but ,
who, upon investigation, were dis- (
covered to be either idling away their |
time, or engaged in cultivating a (
small patch, tho whole products of <
which could not subsist them for ]
more than a month or two; others ,
received iud who were located on |
barren and worn ont lands, upon j
which, even by tho most severe |
labor, it is impossible to produce a |
subsistence; white yet a third class, |
without any pecuniary means, enter?
ed into arrangements whereby they
gave one-half or one-third of their
time to the land-owner, and during ?
the remainder attempted to dig out a i
subsistence for themselves, without ,
oither animals to assist them, or food (
to live upou. i
To continue in these foolish nt- |
tempts to obtain a livelihood will j
result iu the complete prostration of i
every interest of the country, and to (
foster such folly by squandering Go?
vernment rations on ,such people
would be criminal on the part of the
agent charged with their distribution.
It is, therefore, the intention of
the Assistant Commissioner to issue ,
food in future, to the extent allowed
by the Government, to those persons
only who ho is satisfied are so em?
ployed that they will be able to re?
pay to the Government tho amount
loaned, as well as to place themselves
beyond tho possibility of want dur?
ing the following year. To accom?
plish this object, responsible persons
will 1)0 appointed agents of distribu?
tion in each locality where destitu?
tion exists, who will bo hold strictly
accountable for tho reliability and i
industry of tho csnsumers. They |
will be instrnoted to take from tut- I
recipients'a bond, giving a lien upon
tho crops to be grown, and other
products of industry and personal
property.
Tho Assistant Commissioner must
be .satisfied that each applicant has
planted, or is about to plant, a sulli
ciont number of acres in cereals lo
?usuro his provisions for tho next
year without purchase. To parties
"engaged wholly, or to an undue ox
text, in the cultivation of cotton, no
assistance will bc rendered, ihily
appointed officers and agents of this
Bureau will IK; instructed to fre?
quently and carefully inspect the
plantations of tbose "who are the re?

at any time be found that they are

RETURN OF A LONG ABSENTEE.
Lieut Thos. J. Simpson, formerly of
the Confederate army, son of Mr.
Wm. L. Simpson, the well-known
cattle dealer, reached this city yes?
terday, having been imprisoned since
tho 3d of September, 18G4. Lieut.
Simpson belonged to tho Seventh
Virginia Cavalry, and resided in
Loudon County when the war broke
out. He was captured and sent to
Camp Chase, Ohio, on tho 3d Sep?
tember, 1864, whero he remained as
a prisoner of war until the cessation
of hostilities, when he was liberated.
While registering his name nt tho
Revere House, in Columbus, Ohio,
he was assaulted by an officer in tho
Arkansas cavalry, who inflicted two
serious wounds on ?impsen. lueut.
Simpson then wrenched tho weapon
from the bauds of bis assailant and
shot him in self-defence. He was
thereupon placed in tho Ohio State
Prison, where he remained until thc
7th of January, 1807, when he was
forwarded to Littlo Rock, Arkansas,
and tried before a military commis?
sion, which resulted in his acquittal.
He left again for his homo, in Lou?
don County, Va., but had the misfor?
tune of being blown up in a steam?
boat and seriously injured, and after
much suffering reached the home of
his father, in this city, yesterday,
much to the gratification of his wife
and children and other friends.

to be engaged in making a platform
for tho next Presidential election.
Their beginnings do not promise any
very brilliant success. They seem to
be laboring under the impression
that the election is to be held only in
tho Southern States, and that the
negroes aro tho only portion off our
citizens whose votes require atten?
tion. We fear they will discover
their mistake, or wako from their
delusion, when it is too late. The
elections last fall ought to admonish
them that tho people of the North
ire not without misgivings as to tho
teudency of events, and are not
likely by any means to accept what?
ever action tho Republicans may
take. Thus far, this Congress seems
likely to bo moro radical and oxtreme
than thc last. Is it supposed that the
temper of tho people is more radical
than it was a year ago?
