AUGUSTA, January 16.-In accord? ance with instructions from Gen. Meade, two officers from headquar? ters arrived hero to-day, to investi? gate certaiu charges set forth in n petition presented to the General Commanding, of maladministration on tho part of the city authorities. Tho commission has no power to .m M ni for persons or papers, but re? quests the presence of citizens mak? ing charges to substantiate the ul leged mal-administration. A convention of Southern railroads was hehl here yesterday. RALEIGH, January 16.-Bnt little occurred to-day in the Convention of interest. The Sentinel had designated the races in the Convention by negro and white; this exasperated both races among the radicals, and a reso? lution waa adopted-84 to 16-that no reporter for any newspaper shall hereafter be allowed upon this floor, who in his reports shall treat the Convention or any of its members with disrespect; but that they shall, in oase of offence, in this respect, bp excluded from tho floor of tho ball and from the galleries by the Presi? dent. Several conservative members proposed to enter a protest ns fol? lows: As this resolution is a step to? wards restricting tho liberties of tho press and keeping information from the people, we protest against its passage.
