Internal revenue receipts to-day $3,400.000; of the week $7,774,000; of the year $107,500,000. SAN FRANCISCO, January ll.-Chas. Mackey, Democrat, has boen elected to tlie State Senate from Santa Clara County. The Senate now stands 21 Union, 10 Democrats. There has been a heavy storm in the Southern portion of tho State, and many cattle drowned. The water was two feet deep in houses of Tisalia. NEW ORLEANS, January ll.-The Convention, in last night's session, adopted articles sixty-six to seventy two, disposing of the State officers; to-day they proceeded to the Judici? ary, discussing tho Supreme Court question, but adjourned without ac? complishing anything. JACKSON, MISS., January ll.-A communication was received from the superintendent of the gas works, asking a deposit of money in ad? vance, or personal security, for the gas to bo used by tho Convention. A resolution was adopted, to appoint a standing committee of five, to consider what legislation is necessary to afford adequate relief and protection to this State and the people thereof, and that the committee have power to send for persons and papers. A re? solution to appoint a committee to take io to consideration whether pub? lic lauds may not be disposed of to pay the indebtedness of the State, etc., was adopted. A resolution to appoint a committee to take into consideration the destitute condition of a portion of our citizens, and tho k best menus of affording present and ' penn.4se.nt relief, was adopted. A resolution, that the Convention me? morialize Congress to amend the Re? construction Acts, and allow all per? sons who hold certificates of registra? tion, to voto on tho ratification of tho Constitution, whorevor they may be, was laid on the table for reference to the proper committee. ATLANTA, January ll.-Tho Con? vention was almost exclusively occu? pied during tho day's session in de? bating various resolutions petitioning Congress to remove the present State officers, or givo the Convention power to do so, with authority to fill the vacancies thus made. A general order appeared from Gen. Meade this morning, validating an ordinance to stay the collection of debts in Alabama up to 1st of Janu? ary, 1860, except claims for labor and hire, adopted by the late Convention in that State; the validation to take effect from to-day. There is considerable excitement hero to-night, over a report on high authority, tbat.Gov. Jenkins has been removed, and Gen. Dunn, formerly of Gen. Pope's staff, appointed Go? vernor. Oongreaalonal. The Agricultural Department has promulgated the following: The re? turns relative to cotton, indicate fully 20 per cent, aggregato iucrease over the crop of last year. The actual crop of I860, as sold and shipped, making due allowance for receipts of thc pre? vious crop sud amount not sent for? ward, on the 1st of September, 1867, was nearly 1,900,000 bales; while the estimate of this department, in Octo? ber, 1866, was 1,835,000 bales. The total estimates, made in viow of all the department data, as well as out? side information, is placed at 2,340, 000 bales. The IIuu.au Committee on lieoon struction, this afternoon, ngreod upon a bill, to be reported on Monday, de? claring that there are no civil govern? ments in the lately rebellious States, and that tho provisional governments shall not be recognized as valid or legal, oither by the executive or tho judiciary authority of the Uni!ed States. In order to tho speedy en? forcement of the several reconstruc? tion laws, the General of the army is authorized to remove all officers now employed, and appoint others for the performance of all acts required by those statutes; to the end that the people of the said several States may speedily organize civil governments, republican in form, and restored to their politioal power in the Union. The General of the army is also em? powered to remove all civil officers, and appoint others in their places. So muoh of the Reconstruction Acts, as authorize the Presideut to detail tho military commander, or remove others, is repealed. The bill declares it unlawful for the Presideut to order any part of the army or navy to as? sist by force of arms, the military of these provisional governments, to oppose or obstruct the authority of the United States. Tho bill further declares, that this interference by any person, with an intent to prevent by force thc execution of tho orders of thc General of tho army, shall be held to be a high misdemeanor, and that tho party guilty thereof, on con? viction, shall be fined not exceeding $5,000, and imprisoned not exceed? ing two years. The bill repeals all parts of the Reconstruction Acts, in? consistent with the above provisions. Stevens voted agaiust the bill in com? mittee, asserting that it was intended to elect Grant.
