General Orders No. 25, of May 20, 1807, is revoked; and on and after the first day of January, 1868, the distillation of spirituous liquors in this Military District, will be sub? ject to such restrictions only as aro imposed by the laws of tho United States, and of the States of North and South Carolina, respectively. Paragraphs VI and VII of General Orders No. 32, dated May 30, 1807, are revoked; aud the power tr? grant Heessen for tho ?ulu ul spirit? uous or intoxicating liquors is re? mitted to the proper local authori? ties, to tako effect on and after tho first day of January, 1868, and to be subject to the following conditions: 1. Tho municipal authorities in granting the license, shall he answer? able that the parties to whom such licenses aro granted, together with their sureties, shall be responsible persons,.and of good moral standing in tho community, and that both principal and sureties shall be ablo to qualify individually in double tho amount of the bond required, aud that tho bond shall be a lien upon thc persoual property of both princi? pal and sureties, and upon proof of default shall warrant thc summary seizure and salo of so much of the property of either or both, as may he necessary to satisfy the forfeiture or flue and costs. 2. Drunkenness or disorderly eon I duct on the premises, shall work thc forfeiture of the license and of tho penalty of the houd. 3. The owner or keeper of any bar ? room, saloon or other place at which intoxicating liquors are sold, aud all I others perseus interested or connect? ed therewith, shall bo regarded as principals in any action of damages j growing out of auy assault, riot, af? fray or other disorder occurring on tho premises, or directly traceable thereto. 1. All bar-rooms, saloons or other places at which intoxicating liquors arc sold, shall be closed on tho day or days of any general or local elec? tion, and for the twelve hours nexl preceding the opening and next sue ceediug the closing of the polls ul auch election; and tho sheriffs ol Counties and Districts, and tho chiel of polico of cities and towns, shall have power to direct tho closing o: bar-rooms and other places for thc sale of intoxicating liquors, when ever it may be necessary in theil judgment to preserve order ant quiet. 5. The proceeds of all licenses forfeitures and fines, under the loca regulations, or under tho provision: of military orders, will bo devoted t< the support of tho poor, and as soot as realized, will be turned over to tin commissioners or overseers of tin poor of tho District, Countv, city o town, iu which they accrued, and th' commissioners or overseers will, a the end of each month, report to tin Provost Marshal-General of tho Dis trict, the amount received by then during tho month, specifying th names of the parties from whom i was received. 6. The penalties imposed by thi order, or by any local police reguln tious, may bc enforced in any civ: or military court, and upon couvit tion, tho court may award to tho ir former, a sum not exceeding fifty pc cent, of tho forfeiture or lino. An it is made the duty of all sheriff? constables, and coroners of Conn tit and Districts, and the police of citie and towna, to be vigilant in the cr forcement of the police regulation! and thc provisions of this order i relation to the salo of intoxicatin liquor. The provisions of this paragrap will be held to apply to such license granted under Genend Orders Nc 32, to inn-keepers, ns remain unej pired after the 1st of January, 186t IV. To promote the speedy trit of prisoners confined for minor ol fences, and diminish the cost of thoi maintenance?, all committing magi; tra'es will, on the 15th and last day of each mouth, report to the judge e their County or District Court, a commitments made by them thuin the preceding half month, specifyin the dato of commitments, tue nume of tho prisoners, and tho offences ft which they were committed, to th end that the judges may, whenever i their opinion the number of prisor ers or other considerations of publi interest cull for it, hold special term of thtu'r courts, for the pnrposo e disposing of such cases.
