WASHINGTON, December 28.-Chief Justice Slough, of New Mexico, was killed iu u rencontre with ?uptuin Rynerson. Boyce, Miller ? Co.'s distillery, in Cincinnati, was burnt last night; loss $500,000. The receiving teller of the Shaw mut Bank of Boston, is short $50,000. Internal revenue receipts to-dny $365,000. The Princess Snlm-Salm sailed for Europe to-day. Southern destitution is attracting great attention. Gen. Howard is re? ported as favoring Governmental relief, though he thiuks the suffering exaggerated. TON, December 28, 1867.-General Orders No. 104.-By direction of the President of the United States, the following orders are made: First. Brevet Maj. Gen. E. O. C. Ord will turn over the command of tho 4th Military District to Brevet Maj. Gen. A. C. Gillern, and proceed to San Francisco, California, to take com? mand of the Department of Califor? nia. Second. On being relieved by Brevet Mai. Gen. Ord, Brevet Maj. Gen. Irvin McDowell will proceed to Vicksburg, Mississippi, and relievo Gen. Gillern, in command of the 4th Military Division. Third. Brevet Maj. Gen. John Pope is hereby re? lieved of the command of the 3d Military District, and will report, without delay, at the Headquarters of the Army, for farther orders turning over his command to the next senior officer, until the arrival of his successor. Fourth. Maj. Gen. George G. Meade is assigned to the command of the 3d Military District, and will assume it without dolay. The Department of the East will be commanded by the senior officer now on duty in it, until a commander is named by the President. Fifth. Officers assigned in the foregoing orders to the command of Military Districts will exercise therein any and all powers conferred by Acts of Congress upon District Commanders, and also any and all powers pertain? ing to Military Department Com? manders. Sixth. Brevet Maj. Gen. Mager Swayne, Colonel of the 45th United States Infantry, is hereby relieved from duty iu the Bureau of Refugees, Freedmen and Abandoued Lands, and will proceed to Nashville, Tennessee, and assume command of his regiment. Martin mot Judge Busteed, of tho Uuited States Dis? trict Court, this morning, in front of the custom house, and said: "Judge, will you allow that indictment against me to take its course?" Bus? teed replied: "Sir, the law must take it? course." Martin then drew a revolver and fired three shots. Bus? teed fell, with a ball below tho breast bone and another in his right leg. Martin had been indicted by the United States Grand Jury for reve? nue frauds aud extortiou. He is now in jail. Judge Busteed's wounds are not considered mortal. NEW ORLEANS, Deoember 28.-The following was adopted by the Con? vention as the second article of the Constitution, after two days' discus? sion : All persons, without regard to race, color or previous condition, born or naturalized in the United States, residents of this State one year, are citizens of the State; they shall enjoy the same civil, political and public rights and privileges, and be subject to the same pains and penalties. Tho Convention adjourned until Monday. To-day was the twenty-sixth day of the session of tho Convention, and they have pro? gressed as far us the second articlo of tho Constitution. MONTGOMERY, December 28.-The County Republican Nominating Con? vention to-daj' nominated eight ne? groes and sixteen whites; four whites aud two colored for tho State Legis? lature. A mnjority of the whites are Northern men, and connected with tho Freedmen's Bureau. A negro was shot dead yesterday, on tho plantation of Mr. Merri wether, near this city, by another negro, for declaring himself opposed to the Union League. Tho Montgomery Council, which claims to bo tho genuino League, has expelled John C. Keffer, a leading radical, for dishonorable couduct and actions calculated to excite a war of races. Keffer has a League whioh he claims - to be genuine. The whole 1 affair will be laid before the Grand Council of the Union for its decision. SAN FRANCISCO, December 26. There has been a severe storm along the coast during the past two days; most of the shipping in the harbor was damaged.
