Present-His Honor tho Mayor; Aldermen Alexander, Fisher, Geiger, Hunt, McDonald, Stork, Taylor and Walter. The minutes of the last regular meeting were read and confirmed. A petition was presented by P. F. Frazee, praying that Council would allow him to continue to- hare a blacksmith shop upon his premises, on Washington street. Referred to the Committee on Fire Department. A petition from H. Goodman was read, representing that the lot in rear of his house is used by Messrs. Hendrix & Co. as a wagon yard, and that his property is in frequent danger from fire. Referred to the Committee on Fire Department to investigate. A petition from James Fraser, tenant of the fair grounds, praying that Council would cause certain repairs to be made, and asking for a reduction of rent in the next year, was referred to the Mayor, with power to act. Applications for license to retail spirituous liquors were presented by the following named persons, and referred to the Committee on Li? censes: For tavern license-T. M. Pollock, Allworden & Stork, C. P. Bernsen, Hebert Joyner, S. Sheridan, M. Brannon, John Crowley & Co., Bicbard Flanigan, Jas. Clendining, John Stork, F. Carri, T. F. McBur? ney, John C. Hope against tho Alms House, and Hopson & Sutphen against the Water Works and Street Departments. The Clerk of the Market presented his report for lhe month of Novem? ber. The same Committee presan teil the following report upon the petition of Lee & Richard: On examination of the foregoing petition for a yearly license for Ca? listhenic Hall, your Committee re? spectfully suggest that it comes within tho provinco of the Mayor, under a clause in tho tax ordinance. The Committee on Accounts sub? mitted a report, recommending the payment of the following bills: Street Department, Hussnng & Motz, $46.32; John Alexander, $8; Fisher & Lowrance, $9; Water Works, Fisher & Lowrance, $27.74; Fire Department, Hussnng & Motz, $4. Report received and adopted. The Committee on Guard House and Police reported the monthly re? port of the Chief of Police, for No? vember, as being correct. Concur? red in. The same Committee also present? ed the folio wie g report: The Com? mittee on Guard House and Police, respectfully report, that owing to the peouniary condition of the city, they woald recommend that the assistant police force be reduced to six, from and after the 1st of February, 1868, and that the Mayor be authorized to discharge all of the present assistant police force, except six, on the 1st of February aforesaid. The following reports were submit? ted by special committees: The committee appointed to adjust the claim of T. J. Robertson against the City Conncil of Columbia, beg leave to report that we have consider? ed the claim and make the following report: The vouchers sh?w the do livery of 398 cords of wood, which your committee value at $3 per cord, making, in round numbers, $1,200 but, in consideration of the time al which the service was rendered, w< recommend that the claim be can celled by the city by paying in th? bonds of the city of Columbi? $1,500. A bill entitled an "Ordinance raise supplies for the year 1868," ceived its first reading, and was\laid over under the role.. , Alderman Walter offered the fol? lowing resolution, which was adopted: Resolved, That the Chairman of the Committee on Streets be eu tho ?jed tc h"vc cut ??om the property of the city sufficient wood to supply the poor within the city. I am already satisfied that it is tho cheap? est and surest renovator of our worn-out lauds. - High Shoals, Go., October 4,1867. James R. Dey, Esq. Sir: The Double Refined Poudrette I bought for two other parties in connection with myself-one of them used it on cotton and corn, and thinks it answered finely; the other put it on cotton, on very poor ground, and thinks it doubled his crop. I used it on corn. It answered finely, and was thought by the hand that cultivated the crop to bo fully equal to ithode'e Super Phosphate. I also need it on about an acre of cotton, and I am clearly of opinion that it is the beat and cheapest fertilizer in use, and I expect to order several tons this winter.
