AUGUSTA, December 14.-It is re? ported that a collision occurred to? day between a party of negroes i nd the oivil nntborities, at Elberton, Elbert County, in which the Sheriff, George Alien, was killed and several others, white and blaok, were wound? ed. The difficulty originated at a ball. Three of tho persons impli? cated ha vo ti ot been arrested. RICHMOND, December 14.-The weather is exceedingly cold hero. ? mun was frozen to death in the city last night. SAVANNAH, December 14.-John E. Hayes, editor of the Republican, was attacked by Charles H. Hopkins, this evening. Hayes was badly but not dangerously hurt, by a blow on the head with a loaded whip. ATLANTA, December 14.-In appa? rent defiance of the relief ordinance adopted Thursday last by the Con? vention, the sheriff levied here to? day on a store, und dosed it. Gen. Pope was appealed to, and replied that he could not intervene-tho ordinance merely saying levies shall be suspended, bnt not preventing their being made. This construc? tion is sustained by the bar, and under it tho ordinance defeats its own end. WASHINGTON, December 14.-A mixed delegation from Virginia, North and South Carolina, visited Stevens yesterday, when the follow? ing was elicited: Stevens regarded the impeachment failure an evidence of fickleness of public opinion. The Virginia delegate said the impeach? ment failure would work seriously against reconstruction. Stevens re? marked that it could not fail to be otherwise, and mutual regrets were exchanged. The North Carolina negro (Harris) said they would get along very well. The Northern whites were more frightened about negro suffrage than the Southern whites. Gov. Holden was the lifo olood of tho Republican party of North Caroliua. The Virginia dele? gate represented that tho condition was critical, and unless Congress .came to the relief of the suffering .colored aud white Unionists, it would bo terrible. Stevens favored tho repeal of tho clause requiring a ma? jority of registered voters. The delegation thought that woidd do; but suggested a law empowering the Conventions already called to estab .tablish provisional governments im? mediately; then, if the Constitutions were defeated, they would have at least loyal State officers. Stevens said he had drawn up a bill with two or three beneficial provisions. Oue was to leave to a majority to affirm or reject the Constitution; another, that the present Conventions shall, as independent bodies, establish Go? vernments in lieu of District Com? manders, ns soon as Constitutions were ready for submission to Con? gress. The delegation approved this. Stevens inquired whether the old masters would be able to seduce thc negroes from voting properly. Har? ris replied that tho negroes were de? pendent on their old masters for their daily bread. There was danger, but Harris hoped thc negroes wore capable of enduring great privations. Tho Virginia delegate, Cook, (co? lored,) said Harris' remarks applied to his district; 800 in Richmond lost places. Stevens hoped tho whole Southern voto would be cast for the Republican party; this would elect a Repnblioau President, nud nssuro triumphant reconstruction. Stanton is to have full hearing be? fore tho Senate Military Committee, to meet the President's charges. In addition to the 8500,000 already appropriated, $1.200,000 more is asked for, to cover reconstruction expenses to dnte. Internal revenue receipts tooday $400,000; for the week $2,,253,000. RICHMOND, December 14.-In the Reconstruction Convention, resolu? tions of inquiry were oftored: of in? corporating in tho bill of rights, a clause declaring all test oaths diame? trically opposed to tho principles of republican liberty; of enfranchising all persons from whom it is in the power of the Convention to remove existing disabilities.
