MONSTER PETITION.-The New Or? leans Crescent publishes a petition to the Congress of the United States, for the repeal of the Reconstruction Acta of Congress, to be signed by the whole people of the South. The Crescent advises that it should be signed generally' by the people of both the North and the South. As a matter of public interest, at the pre? sent time, we subjoin the petition: 7b His Excellency the President and the Senators and Representatives of the United States Congress: The undersigned, citizens of the State of Louisiana, respectfully re? present that the political develop? ments of the past few months have demonstrated the faot that the Re? construction Acts of Congress will, if persisted in, produce, a conflict of races whioh will result in the desola? tion of the country, and the serious, if not irreparable injury of both races in the Southern States. That the negroes of this State are organized into seoret bands, termed "Loyal Leagues," sworn and com? bined against their former owners and citizens of the State, in order to obtain control of the Government. That this credulous race have been deluded by designing men into the belief that the property of the white citizens of the State will be divided among them. That, under these demoralizing in? fluences, they ore daily refusing to fulfill their contracts, or labor for the support of themselves or their fami? lies. That, in consequence of this de? moralization, planting in this State has resulted in the ruinons failure of a large majority of our planters, and, of course, in the necessity of its abandonment. ' That, before the close of the pre? sent year, the negroes, with but few exceptions, will have consumed or wasted their wages, or share of the crop, and be destitute of the meuns of subsiste nee. That the white race will be com ?ielled to limit their planting to the abor of their own families, while the negroes will not have the means, if they had the capacity, to plant on their own account. Under these circumstances, famine, with nil its attendant horrors, must soon come upon this improvident race. In view of these impending calami? ties, the undersigned would earnestly appeal to the President and Congress to give prompt attention to this vitally important matter, and provide immediately such remedy as in their wisdom can be devised, to avert the ruin which, unless arrested, must speedily come upon us. SuaoEsnoN TO RAILKOAD COMPA? NIES-At tho recent railroad slaughter in Ohio, lives wero needlessly lost because there wero no means of breaking open the burning ears. A correspondent of the Cincinnati Com? mercial suggests that hereafter every passenger car be provided with u number of axes, so that in cone of a "smash up," tho victima should not be allowed to perish for want of means to extricate themselves. This seems to be a good suggestion and ono easily carried out. Hoo CHOLERA.-We learn from various parts of the District that this disease is very prevalent, playiug havoc generally with the swine species. Farmers have resorted to many remedies, but all to no avail. In some neighborhoods persons have lost their whole stock. Parties pur? chasing pork will do well to observe that it is sound, and purchase only from responsible gentlemen. [ Ch ester Standai d. The wire rope for the new suspen? sion bridge at Ni?gara Falla bas arrived at Montreal, and will soon be delivered at Chiton. Ita weight is over 150 tons, and fifteen ears will be required to transport it . Tb o bridge will be completed before the 1st of i June next. Mrs. Gen. Gaines is at present visiting somo friends at New Orleans. I She is now worth $15,000,000, but it I has taken her almost a lifetime to es? tablish her claim to the property. The internal revenue commissioner offers $300 reward for information leading to the discovery of illicit dis? tillation. . . . , The New York Central Railroad 1>aid $205,000 cash for "influencing" egislatore last year. A fnnny writer who was asked to take off the "Black Crook," said he could see nothing to take off. The man who wrote, "I will not leave my mountain cot," was proba? bly prevented by the sheriff. Sir: Tho Double Refined Poudrette I bo' " two other parties in connection wit., sell-one of them used it on cotton and n, and thinks it answered finely; theo r put it on cotton, on very poor ground, and thinks it doubled his crop. I used it on corn. It answered finely, and was thought by tho hand that cultivated the crop to be "fully oqual to Rhode's Super Phosphate. I also used it on about an acre of cotton, and I am clearly of opinion that it is the best and cheapest fertilizer in use, and I expect to order several tons this winter. Sir: In reply to your inquiry of the re -nhs of our experience in tho use of your improved Poudrette-purchased of yon for this year's cotton crop-we would bog leave to say that tho present season bas boen :>ne quito unfavorable to tho action of all fertilizers. Soveral kinds of manures were unod by nu, with the exception of your Fou'lretto, with little or no effect to tho crop. Whero tho Poudrette was used, it gave us near half a halo more per acre, and caused the cotton to open much earlier; and wo would, therefore, recommend the .?me a? a concentrated manure for tho growth pf colton, as well as improvement to tho soil.
