The bill introduced yesterday by
Windom, to amend the Act for the
government of tho rebel States, and
to facilitate restoration, amends sec
lion 5 of tho Act of Mardi 2, 18G7,
so os to provide that if, according to
tho rules in each State, the Constitu?
tion shall be ratified by a majority of
the votes of tho registered electors,
qualified as specified in the bill, the
President of the Constitutional Con?
vention shall forward a copy of the
samo,,duly certified, to tho President
of tho United States; and it shall by
him be laid boforo Congress. The
intent is simply to make a majority
of votes necessary to tho ratification
of tho Constitution.
Nathaniel Pierce (Democrat) has
been elected Mayor of Newburyport,
Massachusetts.
ATLANTA, December 10.-The Con?
vention assembled at noon. Foster
Blodgett took the chair, and read a
Long address, evidently prepared with
the expectation of his being chosen
President. The Convention then
proceeded to the election of a Presi?
dent, and J. R. Parrott, of Bartow,
was elected-whioh is regarded as a
triumph by the more conservative
wing. Parrott, in au address, said,
above all things, the Convention
should do nothing to throw addi?
tional obstacles in the path of the
Republican party, or put a weapon
in the hands bf their enemies. The
address was partizan, but not ultra.
6 P. M.-Shebloy, of Florida, a
Loyal Leaguer, was elected Secre?
tary.
Pending the election of President,
sin outside negro attempted to vote
in placo of an absent member, but
was discovered, brought to the bar,
ind put ont .as an intruder. Ad?

Congressional.
WASHINGTON, December 10.-In
the Senate, a memorial waa presented
from the New York Chamber of
Commerce, relative to the resump?
tion of specie payment, which was
referred to the Committee on Finance.
The President was called on for the
correspondence relative to the recog?
nition of belligerent rights by Great
Britain to the Confederacy. Mr.
Wilson introduced his bill, removing
political disabilities from 248 Ala?
bamians. Mr. Doolittle gave notifi?
cation of an amendment to the Re?
construction Acts, providing that all
persons offering to vote, on adoption
of Constitutions, who do not possess
the qualifications required by the
States prior to the rebellion, shall
possess one of three qualifications
first, service in the army of the
United States at least ono year;
second, abibty to read and under?
stand tho nature of au oath; or,
third, to possess $250 freehold, iu his
own or wifo's right. The above was
offered as an amendment to Wilson's
bill, making a majority of voters,
instead of a majority of those regis?
tered, necessary to carry the Consti?
tution. Wilson said he did not know
that it would bo necessary to pass his
bill. Davis said this was a white
man's Government, and ever would
bo; tho freemen of this country would
never consent to have a President
forced on them by negro electoral
votes. Ho wanted this issue to come
quickly, and invited Wilson to press
on with his bill. Stewart said negro
suffrage would not bo the issue next
fall, and proceeded to defend tho
Reconstruction Acts. Doolittle's
amendment was referred to the Judi- i
ciary Committee Adjourned.
In the House, tho Speaker an?
nounced that the Reconstruction
Committee-resuscitated by yester?
day's action-would consist of Ste?
vens, Boutwell, Bingham, Farns?
worth, Hulburd, Brambah, Payne,
Brooks and Beck-but two Demo?
crats. Stevens' confiscation bill of
last session carno np, and after seve?
ral speeches in opposition, the matter
was postponed to the 21st January.
A concurrent resolution was adopted,
to adjourn from the 20th instant to
the 6th January. Adjourned.

Governor and Conimandor-iu-Chicf in and I
over tho Stato of South Carolina, to the
end that tho said Absalom J. Hall may be
brought to trial and condign punishment,
do hereby offer a reward of $250 for bis
arrest and safe delivery in any jail in the
United States.
