Reconstruction Convention passed an
ordinance to organize the volunteer
militia, of Alabama. It authorizes
one company to every thousand
voters ; all officers to be appointed by
tho Governor, and to be of known
loyalty; Tho conservatives declare
that thia measure places the State
under, a military dynasty similar to
Brownlow'*) Its expenses will ne?
cessarily greatly increase the rates of
taxation, An ordinance was passed,
declaring the war debt of the State,
and all liabilities created, directly or
indirectly, in aid of the war, null and
void. Tue session bf the Convention
will continue through a part of next

NEW ORLEANS, November 80.-In
the Convention, to-day, a resolution
was offered by a negro member, ex?
pressing the sense of the Convention
as opposed to a general amnesty,
which was laid over. Wickliffe
<white) offered an ordinance, propos
1 ing certain. changes in the organic
j law of the State, to the effect that
the Legislature shall establish free
' public' schools throughout the State,
'and provide for . their support by
taxation; all children between sixteen
and eighteen to be admitted, irre?
spective of race or previous condition.
There, shall be no. separate schools
established for- any race. A: univer?
sity shall be established in New Or?
leans, Open to all students capable of
matriculation, without distinction of
race, color or previous condition. A
resolution, to the effect that no pro?
perly qualification , be required for
any Stat?, Parish or municipal offlod
of honor, trust or emolument, v?as

negro member.
