WASHINGTON, November 22.-A
bill has been introduced, repealing
the law allowing the Secretary of the
Treasury to contract at the rate of
four millions per month. Grant's
estimates for tho War Department
are $170,000,000, and says Sherman's
opinion is that peace with the In?
dians is fully established. The ntop-1
pago of pay from soldiers in favor of
sutlers has been disoontinned. The
aggregate strength of the regular
army is 56,000. 200. commissioned
and volunteer officers are serving in
the Freedmen's Burean. It is said
the debt of tho Southern railroads has
been reduced $600,000. Gen. Ord
thinks a larger military force will be
required in. his District; to protect
the negroes in their rights.

Grant's report creates excitement.

reau. Over $9,000,000. have been
expended for bonnties under the law
of July last. The continuation of
the surveys for ri^r and harbor im?

Bureau of Refugees and Freedmen,
and the Bureau of Military Justice.
The total estimates are $77,000,000,
instead of $170,000,000, as heretofore
telegraphed. This, however, ?B ex?
clusive of estimates for the subsist?
ance department. Tho Surgeon
General's records show 244,000 white
and 30,000 black soldiers died during
the wor. There are eighty national
cemeteries, in which 208,000 were
interred, at a cost of $3,250,000.
Congress is very tame. The im?
pression is growing that it will ad?
journ on Monday to December 2.
Internal revenue receipts to-day
$343,000.
The four ladies killed at Lookland,
Ohio, were Harriet, Elizabeth, Sarah
and Rebecca Morgan, of New Or?
leans. Charley Jackson, of Boston,
lost his life endeavoring to save them.
Dr. Livingston was alive in mid
Africa in April.

Mr. Davis left Canada last Tuesday,
and, to avoid attracting attention in
New York, went on board the steamer
Albemarle, at her sailing hour, 9
o'clock Wednesday night. He was
unaccompanied by any one. No ono
expected his arrival to-day, not even
his counsel. To-night, his counsel
<a^eny the report that they have any
intention of resisting a trial before
Judge Underwood. Mr. Davis is in
excellent health and quite cheerful.

factories are closed on account of the

The Alabama, Convention.
MONTGOMERY, November 22.-The
Reconstruction Convention article of
the Constitution on the judiciary, as
reported, provides that the Governor
shall appoint all judges of the seve?
ral courts, solicitors and chancellors,
to be confirmed by the Senate; ma?
gistrates shall be appointed by the
Governor, but the Legislature may
change the manner of appointing
them; chancellors shall appoint regis?
trars, and judges appoint clerks of
the several courts; tho term of all these
officers to be six years. The appoint?
ment of judicial officers is provided
for, in order to provont elections
boing controlled by colored voters.
Tho block delegates strongly oppose
this policy. An ordinance was intro?
duced to assess a tax of twenty cents
a gallon on liquors, to pay the ex?
penses of tho Convention; which was
referred. An ordinance was intro?
duced and referred, providing that
tho loan of $225,000 to the Alabama
and Tennessee Railroad, which was
repaid to tho Stato in Confederate
currency during the war and still
undischarged, said road is bound to
pay the sum now in good money. _
The amendment to the article on
tho Lecrislativo Department, offered
to empower tho L?gislature at its
next session to go further in disfran?
chising persons who participated in
the rebellion, and have not aided in
the work of reconstruction, was
tabled on a test vote, by 43 to 37.
