HAVANA, November 18.-The French steamer Panama has arrived j from Vera Cruz, bringing the Prus? sian, French and Bolivian Ministers, and Prince Salm-Salm. Admiral Tegethoff has Maximilian's body, and will arrive in Vera Cruz soon. It is much decomposed. The Quaker City, with tho Holy Land excursionists, has arrived at New York. MOBILE, November 19.-The steamer Onward, with 700 bales of cotton, was bumed yesterday, near Bell's Landing, on the Alabama River. No lives lost. BINGHAMTON, November 19.-The Susquehanna and Chenaugo Rivers were frozen over to-day. ST. LOUIS, November 19.-The] steamers O wanda and Amarinth sunk in Upper Missouri. HAVANA, November 19.-A hurri? cane swept St. Domingo October I 30th, lasting four hours, desolating | the capital and destroying 200 lives, and nearly all the shipping in the harbor. MONTREAIJ, November 19.-A fire o oe arr ed here, yesterday, when a man, his wife and two children were burned to cinders. RAI?BIOH, November 19.-The elec-' tion passed off quietly, without dis? turbance. The negroes behaved with the utmost propriety. A strong mili? tary and police force was stationed at ?he polls, and paraded the streets all day. It is impossible to tell the re? sult. To-day's voting will amount to ] about. 1,200-tho votes being cast mostly by negroes, and all radioal, with but two exceptions. The whites have reserved their strength for to? morrow. Many of the bluoks forgot the names registered, and lost their ^otes. The votes will not be counted until to-morrow evening. MONTGOMERY, November 19.-The Reconstruction Convention Commit? tee on Militia reported an ordinance to organize a State volunteer militia, to bo subject to the orders of the Governor. The question of substi? tuting the minority report on the franchise question for the majority report, was decided in tho negative, by a test vote of 19 yeas to 76 nays. . Tho majority report will carry; it disfranchises all persons who do not vote on the new Constitution, and binding the voter not to contest negro suffrage hereafter, and not to maltreat any person on account of past or present support of the United States Government or the policy of Congress.
