Tbe Age of Corruption.
We notice in our New York ex?
changes, that every day in that city
brings some new revelation of fraud
in the revenuo department. Distil?
lers,' cigar-makers, and other manil?
la facturors, are all vicing with each
. other to swindle the Government,
and pocket th=j money that should go
into the Treasury. 3o many fravCs
as are chronicled hy the press, ai;
% . indicative of fraud in the ofBciuls,
for they could not bo committed
without their connivance, at loost,
and that connivance' is unquestion?
ably paid for. But tho revenue
officers go further than this, from all
accounts, for it is stated that in many
. cases, the officers are hand aud glove
'?with uiiG q r*l?dlcr?\ ?nd instances
have come to light, of brothers and
cousins of tho revenue men, being in
? partnership with distillers aud othors,
who rob the Treasury.
There ?3 no doubt bet that this
'?vii, which grows with incredible
?celerity in this country, especially
lor the past few years, has a remote
origin in the nature of our institu?
tions, but moro direotly to the politi
.cal organizations growing out of
(them. There should be a higher
-qualification for office than that of
. being an active and influential party
man, and a higher certificate of fit?
ness and qualifications than the en?
dorsement of a party Congressman,
who has been, perhaps, elected
through the exertions or influence of
Ahe applicant, to whom, therefore, he
owes a debt of gratitude. It is, there?
fore, that Availability tokes the place
.of merit or fitness.
The organization of the corps of
officials in the civil service in other
oountries, is different. Very rarely
although there are dishonest men
everywhere-will a government offi?
cial bo found a defaulter in Great
Britain, France or other European
Governments. Some years ago, an
official report to the British Govern?
ment, was compressed into a single
sentence, which is applicable in this
country: "Admission to the civil
service is, indeed, sought after, but
it is for the unambitious and tho in?
dolent or incompetent, that it is
chiefly desired."
This report had its due effect, and
competitive preliminary examinations
now invariably precede appointment
to office. In France, Napoleon I
laid down a rule, "that all public
.offices shouM be filled by the most
competent persons," and that rule,
? through all tho political changes in
Franco, holds good.. The North
JLmerican Review says that the Ger?
man States aro more advanced than
any other country, in their system of
.. examination. This is, probably, the
'o?ly country in tho world, where a
system of examination and promo?
tion does not exist in the civil,
though it exists in thu military and
naval service.
It is for this reason that corruption,
incompetency and laziness, rule su?
preme iu the administration of the
duties and responsibilities of the
civil service of this country. We seo
bat little encouragement to hope for
any improvement or amelioration.
The crowd of politicians-no matter
to what party they belong-make
common causo when it comes to any
invasion of the present system of
patronage and spoils-in short, the
whole people who have made politics
their hobby, for material gain or
party ascendancy, aro utterly de?
moralized. But another people,
those who bear the burden of taxa?
tion, who havo some moral principio
left, will como to tho rescue, and
prevent hundreds of millions, now
fraudulently withheld from the coffers
of the Government, from being ap?
propriated to tho personal uso of
swindling officials, and their corrupt
co-workers in iniquity. Wo fear,
however, tho process of reformation
will be slow, and most likely come
into full play, to tho advent of an?
other generation-if they aro not
corrupted by the pernicious teach?
ings and infamous example of the
present race of political leaders and
unscrupulous offico-holders.
