WASHINGTON, November 4.-Gen.
Howard writes to Forney, that his
former statement regarding the de?
crease of the negro population was
founded on partial returns from the
rural districts, without allowance for
the immense numbers of negroes
which flocked to the cities.
The debt statement will show little'
diminution. The aggregate war pay?
ments during tho latter part of Octo?
ber were very heavy; receipts light,
and conversions of seven-thirties
very heavy.
The World's special says alarming
accounts reach Grant's headquarters
from all parts of the South, relative
to negro troubles. Grant has ordered
the military commanders to preserve
the peace at all hazards.
A movement is on foot to secure
Dr. Mudd's pardon, on account of
his services during the fever.
Lieut. John C. Braine, charged
with piracy and murder, in capturing
the steamer Chesapeake, during tho
war, was up in the Supreme Court of
Brooklyn, on Saturday, on a motion
to bail. Braine claims a commission
in the Confederate army, but has
failed to produce it. The case was
adjourned to Wednesday next.
The total registration in the city of
New York amounts to 128,000; last
year, 122,000 registered; in Brook?
lyn, 54,000-an increase of 6,000 ovor
the vote of last year.

AUGUSTA, GA. . November 8.----From
returns received ai headquarters, it is
estimated that 195,000 votes were
cast on the question of Convention,
out of 186,000 registered. The offi?
cial count can only show the majority
in favor of Convention. Opposition
candidates only have been nominated
in the Northern part ? of the State,
where the whites are largely in the
majority. In the other portions of
the State, the conservatives took no
part in the contest. The candidates
favoring Convention have been elect?
ed by large majorities.
