Tho Grand Jury of Lexington Dis? trict, for tho Full Term, 18G7, submit tho following matters of presentment: 1. We have examined the public buildings, and find them in good condition, with tho exception of the windows of tho Jail, which we think ought to be secured by suitable shut tors; and that tho prisoners be each furnished with an additional blanket. 2. A committeo of our body haro examined tho Poor House of the Dis? trict, and report that they find it in good order and well kept; that tho inmates arc properly cared for, and seem to bc satisfied with tho treat? ment they receive. The Report of tho Treasurer has been submitted to our inspection, and we find it all correct. 3. The public roads of tho District, wc believe, so far ns our know lodge extends, are in tolerables good condi? tion; but there are sonic of thc roads, which we think havo not been pro? perly worked; and we recommend that the Commissioners bo more dili? gent in tho discharge of their duty, in this particular. Wo have also re? ceived and examiued the Report of thc Treasurer of tho Board of Roads and Bridges, and find it correct. In this connection, however, we would state that our attention bas been called to a matter of dispute between the Treasurer, Col. Wm. Fort, and Mr. Samuel J. Stuart, a bridge con? tractor; but being informed that a write/ mandamus is pending in this court, in regard to that matter, we recommend that it be, decided in this, or whatever tribunal it may properly belong to, and that the Grand Jury be relieved from the further consid? eration of tho same. .i. We omitted to state in thc pro? per place, that we have also received aud examined the Report of the Treasurer of tho Board of Public Buildings, and find thc same correct. Wc think, that under the circum? stances, this Board havo discharged their duties well, aud deserve the thanks of the people of the District, for their zeal and diligence; but inas? much as tho funds of tho Treasury are low, and tho taxes of tho District onerous, it is the opinion of thc Grand Jury, that whatever expendi? tures they may make in the future, be of the most economical character. 5. We see from the Report of the Treasurer of the Commissioners of thc Poor, th.it sonic relief bas boen extended to indigent black persons. Wo arc not insensible to the claims of humanity, and would gladly re? lieve the wants of sufferers of every class, so far as it may bc in our power; but if permanent provi? sion is to he made for colored paupers-and we think it should be made from some source-it is the opinion of this Grand .Tiny, that there should bo two Poor Houses in tho District-one for tho blacks, and one for thc whites. In the present impoverished and unsettled condition of thc country, we do not feel justi? fied in making any recommendation on this subject, further than to say, that as wc are all poor, we should endeavor to alleviate the sufferings and necessities of the most unfortun? ate amongst us, of all classes, to thc utmost of our limited means. 0. This being the first court at which bis Honor Judge Moses has presided in our District, we embrace this opportunity to express our plea? sure and gratification at the ability, urbanity and impartiality with which be performs the duty of his judicial station; and that we feel satisfied the interest of parties and of the State, will suffer no detriment at bis bauds. 7. In conclusion, tho Grand Jury of Lexington would say that, though there are dark clouds hanging on our political horizon, and thc mutterings of tempest have not yet fully passed away; yet, they think they can see some gleams of hope in tho future that tho great heart of the American people beats true to constitutional liberty -that they aro too young and vigorous a nation to foolishly throw away their liberties, simply because they have passed through a disastrous civil war; but that in good time, ? wrongs will be redressed, and rights vindicated by thc good sense and 1 common honesty of the people, and I every American citizen will be permit . ted to rejoice in tho quiet possession ? and completo protection of all his ? liberties, beneath thc broad shield of a restored Constitution and Union. ?
