C., pot. 16, 1867. [Gineroi Orders No. 98.] By the terms of the Act of Con? gress entitled "An Aot to provide for the moro efficient government of the rebel States," passed March 2, 1867. .. and of the Acts of March 23d, and July 19th, 1867, supplementary there? to, it is made the duty of the Com? manding' General of this Military District to oause a registration to be made of. the malo inhabitants of the State of South Carolina, of the age of twenty-one .years and'upwards, and qualified by the terms of said Acta to vote, and after such registra? tion is complete, to order an election to be held at which the registered voters of said State shall vote for oi against a Convention, for tho purpo.se ~' of establishing a Constitution and civil government for the said State, loyal to theUnion, and 'for delegates to said Convention-and to give al least thirty days' notice of the time and place at which said election shall be beld; and the said registration having been completed in the State of Sooth Carolina, it is ordered: First. That an election be held io the State of South Carolina, com? mencing on Tuesday, the 19th day ol November, 1867, and ending on "Wednesday, the 20th day of Novena ber, 1867, at which ail registeren voters of sa^d State may vote "For t Convention," or "Against a Conven tiou," and for delegates to constitu? the Convention-in case a majority o the votes given on that question abai be for a Convention, and in case i majority of the registered voters sh al have voted on the question of hold . ing suoh Convention. Second. It shall be the duty of tin Boards of Registration in Soutl Carolina, commencing fourteen day prior to the election herein ordered and giving reasonable public notic of the time and place thereof, it revise, for a period of five day?, th registration lists, and upon beiui satisfied that any person not entitle* thereto has been registered, to strik the nama of buch person from th list; and such person shall not be en titled to vote. The Boards of Begin tration ahull also, during tho sam period, add to such registers th names of nil persons who, at thu time, possess the qualifications rt quired by said acts, who have nc already been registered. Third. In deciding who aro to b stricken from or added to the regii tration lists, the Boards will be guie ed by the law of March 2d, 1867, an the laws supplementary thereto, ar. their attention is specially directe to the> Supplementary Act of Jul 19tb, 1867. Fourth. The said election will I held in each District, nt such plac? as may hereafter be designated, nndi the superintendence of the Boards i Registration, as provided by law, an in accordance with instructions her after to be given to said Boards, : Conformity with the Acta of Congres and as far as may be with the laws S?uth Carolina. Fifth. Sixth, Tho polls shall be opened such voting plaoes at 8 o'olock in t forenoon, and closed at 4 o'clock the afternoon of eaoh day, and sh be kept open during these hot without intermission or adjourn mei SeventJi. No member of the Boa of Registration, who is a candide for eleotion as a delegate' to the C< vontion, shall serve aa a judge of t election in any District which ho se? to represent. Eighth, The sheriff and other pearn officers of each District are required to be present during the whole time that the polia aro kept open, and until, the ?election is completed ; and will bo made responsible that there shall be no interference wita judges of elections, or other interrup? tion of good order. If there should be more than one polling place in any District, the sheriff of the District is empowered and directed to make such assignments of his deputies, and other peace offioers, to the other poll? ing places, as may, in hid judgment, best subserve the purposes of quiet andr order; and'be is further required to report these arrangements in ad? vance to the Commander of the Mili? tary Post in which his District is situated. Ninth. Violence, or.threats of vio? lence, or of discharge from employ? ment, or other oppressive means to prevent any person from registering, or exercising his right of voting, is positively prohibited, and any such ?ttempts will be reported by the registrars or judges of elections to the post commander, and will cause the arrest and trial of the offenders by military authority. 1 Tenth. All bar-rooms, saloons and other places for the sale of liquors by retail will be closed from 6 o'clock of the evening ol tho 18tb of November until G o'clock of the morning of the 21st of November, 1867, and during this time the sale of all intoxicating liquors at or near any polling place is prohibited. Tho police officers of cities and towns, and the sheriffs and other peace officers of Districts, will bo held responsible for the strict enforcement of this prohibition, aud will promptly arrest and hold for trial all persons who may transgress it. Eleventh. Militaiy interference with elections, "unless it shall be neces? sary to repel the armed enemies of the United States, or to keep the peace at the polls," is prohibited by the Act o? Congress approved Febru? ary 25, 18G5, and no soldiers will be allowed to appear at any polling place, unless, as citizens cf the State, they are qualified and registered as voters, and then only for the purpose of voting; but the commanders of posts will keep their troops well in hand on the days of election, and will bo prepared to act promptly, if the civil authorities are unable to preserve the peace. Tho returns required by law to be made to the commander of the District of tho results of this election will bo rendered by the Boards of Registration of the several registration precincts, through the commandefs of the military posts in which their precincts are situated, and in accordance with the detailed instructions hereafter to be given. The number of dele? gates to the Convention is determin? ed by law, aud is the number of members of the most numerous branch of tho Legislature for the year eighteen hundred and sixty, and this number, one hundred and twenty-four, is apportioned to the representative Districts of tho State in tho ratio of registered voters as follows : District of Charleston, 9 delegates; Berkeley, 9; Colleton, 5; Beaufort, 7; Georgetown, 3; Horry, 2; Williamsburg, 3; Marion, 4; Dar? lington, 4; Marlboro, 2; Chesterfield, 2; Sumter, 4; Clarendon, 2; Barn? well, 6; Edgetield, 7; Orangebnrg, 5; Kershaw, 3; Richland, 4; Lexington, 2; Newberry, 3; Laurens, 4; Abbe? ville, 5; Anderson, 3; Greenville, 4; Pickens, 3; Spartaubnrg, 4; Union, 3; York, 4; Chester, 3; Fairfield, 3; Lancaster, 2. Mr. Johnson thinks the decision will be against the law.
