Present-His Honor the Mayor; Aldermen Alexander, Geiger, Hunt, McKenzie, Ridcliffe, Taylor, Walter and Weam. The minutes of the Inst regular meeting were read and confirmed. The following petitions were pre? sented: HEADQUARTERS, ASS'T. COM. . BURKAU R., F. & A. L., OFFICE SOP'T. OF E?TICATIOV, CHARLESTON, S. C., Sept 21, 1867. Hon. THEO. STARKE, Mayor of Colum? bia. SIR: I have the honor to call your attention i to the condition of the streets in front of the sohool house "recently built by this Bureau, on the corner of Plain and Lincoln streets, in your city. In the present condi? tion of those streets, the brick foun? dations of the building are insecure. We wish to lay drains from the build? ing to the street, but* "Cannot do so while the street remains as it is. As matters stand now, it is unsafe to fence in the lot. I would respectfully request that the city authorities will cause Plain and Lincoln streets, im? mediately in front of the school house, to be filled, graded and drained. In making this request, I take pleasure in believiug that it is only necessary to call your attention to this matter, in order to have the remedy applied. IEN: The school house for I colored children of this city I rbeing now completed, the tench ors sent and paid by friendly societies are about to commence their' duties on the 1st day of October next. There is, however, a vacancy in the school, for which we now pray your honorable body to provide. The teachers engaged at the school re? ceive $35 per month, and for alike sum we can procure a competent teacher to fill the vacancy. We therefore, in behalf of the colored people of the city of Colum? bia, do pray that your honorable body will appropriate the sum of $315 of the city funds towards pay? ing said teacher, said sum to bo paid in nine monthly instalments, of $35 each month, to said teacher, for which wo shall ever pray. Dial, against the Street Department, $57.75; Market Department, $9.35, and Guard House Department, $9.85. Hussung & Motz, Street Department, $9.90, and E. & G. D. Hope, against the Alms House, $103.86. Report received and adopted. The Committee ou Market reported the monthly report of the Clerk of Market, for the month of August, as being correct. Concurred in. The Committee on Guard House and Police reported the mouthly re? port of the Chief of Police, for the month of August, ns being correct. Concurred in. The Committee ton Alms House presented an account of J. W. McCar Hon, for $3, against the Small Pox Hospital, recommending that it be paid; which was agreed to. The Committee on Streets present? ed the following report: The .Com? mittee on Streets, to whom was re? ferred the petition of Thomas Davis, praying that he be allowed to extend the pavement in front of his build? ings, on Main street, some two feet into the street, ?>eg leave to recom? mend that the prayer of the petition? er be granted-provided, that the curb-stone be not removed, and that the additional pavement be sloped so as to conform to the present drain in front. The same Committee also present? ed the following report; which, on motion, was adopted: The Committee on Streets, to whom was referred tho petition of James Clendining, praying that he be al? lowed to have a door cut from the street to the basement of his resi? dence, on Marion street, which would require some thirty inches of the pavement, respectfully recommend that the prayer of the petitioner be granted-provided, that he place over the door, or entrance, a double shut? ter, opening in the centre, each half of said shutter to be hung on hinges; and while open kept in a perpendicu? lar position, or nearly so, so as to prevent pedestrians from walking or falling into the opening. The Committee on Fire Depart ment presented a report upon thc petition of John JeauB, President ol tho Hook and Ladder Company, praying that Council would repaii the building used as the office of th< City Clerk, recommending thut th< prayer of the petitioner be granted Report received and adopted. A bill to alter and amend an Ordi nance relating to the Fire Depart ment of the city received its tbirc reading, its title was changed to ai Ordinance, passed, was duly ratifi?e and became a law, as follows: An Ordinance to aller and amend ai Ordinance Reef flating and Establish ing the Fire Department of the Citi of Columbia, S. C. SEO. 1. Be il ordained by the Mayo and Aldermen of the City of Columbia in Council assembled, That on am after the passage of this Act, th Fire Department of the city shall b comprised of the regular chartere fire eugine aud hook and ladde companies now existing, or ma hereafter be regularly organized having been duly churtcred by tb Legislature of the State. SEC. 2. Be it fur llier ordained, Th the board of fire masters shall ha' power to elect one of their membe as president, and may elect a prop person as secretary, outside of sa board, who shall keep a book of i cords of the transactions of the board. SEO. 5. Be it Jurther ordained. That the board of fire masters uboll, at a regular meeting of their body, heh"! for the purpose, in the month of January of each and every year, elect a chief and an assistant chief en? gineer of the Fire Department of the city. SEC. 6. Be it further ordained, That the chief engineer shall have supreme control over tho several companies of the department, while at any and every tire that may take placo within the limits of the city.' SEC. 7. Be it further ordained. That the assistant chief shall assist his chief in conveying orders and in regulating the duties of the depart? ment at a fire, and in the absence of the chief, shall have full control. SEC. 8. Be il further ordained, That the chief shall, at least once in each and every year, report, in writing, to the City Council, a full statement of the affairs of the* department, tho number of fires, cause and probable damage, the working force, number of feet of hose, and such other sta? tistics as will convey a clear idea of the strength and efficiency of the department. SEC. 9. Bc it further ordained, That all Ordinances and parts of Ordi dinances heretofore passed in rela? tion to the Fire Department be, and the same are hereby, repealed. Council proceeded -to the trial of sundry persons for selling liquor without a license. F. Carri was charged with retailing spirituous liquors without a license. After a full investigation of the case, and from the evidence adduced. Mr. Carri was fined $19.50 for the offence. -Bonshell was charged with tho same offence.
