^COLUMBIA. Sunday Horning, Sept. 29,1867. ?x ~~ " Nerurlo?? Teaching?. We aro pleased to notice in our telegrams yesterday morning, that in Virginia, the freed people were abandoning the Union Leagues and clubs, and taking their position as quiet, orderly citizens among the whites, and will doubtless vote as free and independent for the best in? terests of the State, as will the latter. That the teachings practised in these olabs are of a nefarious character, and calculated to work mischief to both races, there can bc no doubt. The whole aim of these partizan emissaries and teachers appears to be to array the freedmen against the -whites of the South-for what pur? pose, God onb, knows-except it be that they moy be borne into office and power, by this mischievous manipulation of the poor -ignorant freedmen. But tho man who, for this purpose, would stir up strife and bloodshed between the two races, is certainly destitute of any principle of virtue or humanity. Our comments refer to the following extract taken from the speech of the President of a Loyal Leaguo club of Mobile. Ho said : "We have at last roached the time when our leagues will be able to do active service for the good cause. The arch-traitor, Johnson, and his military puppet, Grant, have con? spired to rob this revolution of its legitimate fruits, and undo the great work of President Lincoln. But they are mistaken. Gen. Grant is not the liberator of your race; he had it butchered on every occasion, to spare his Dutch and Irish hire? lings, and, knowing he cannot get your votes, he turns to those merce? naries for support. He will, how? ever, soon find that the colored citi? zens, led by faithful and devoted friends, will raise against him a storm which will sweep him and his allies from tho field quicker than did the rebels at Shiloh. But you must be prepared; look to your arms, and be ready to defend, with your hearte' best blood, the freedom ,you have so valorously conquered." The object of such inflammatory appeals is clear and distinct, and must bear their legitimate fruits, unless the good sense of the freed? men repudiate it; it is nothing more or less than to provoke a war of races -a catastrophe which would bi deeply deplored by the sensible mer , of both races, black as well as white. The responsibility is directly to be borne by tho party who has instituter] theso clubs; but we should think the military commander of the district General Pope-might, with his strid construction of the laws of Congress find abundant material for exercising his authority against these thorongl and cold-blooded anti-reconstruction isis. - COURT OF INQUIRY.-The Washing ton correspondent of the New Yorl lYibime says : The President has not yet decidei to grant General Sickles' request fo a court of inquiry. The probabilit is that Sickles will bo mustered ou of service as Major-General in th volunteer service, and assigned t the command of his regiment a Colonel in the regular army. GEN. CANDY AND THE FEDERA COURTS.-Gen. We learn from the Montgomery Mail, ?hat Judge Ri oe, of that city, has made a personal test of the prac? tical value of the President's Amnesty. Not being able, in consequence of office-holding, before the war, to take the oath of registration until now, when, on the strength and authority of the Executive proclamation, he took the oath therein prescribed. Under that oath Judge Rice offered to register, and will offer likewise to vote. It is his opinion, and he stands high as a jurist, that every man supposed to be disfranchised by Act of Congress can take the oath of amnesty, and in virtue of that oath is entitled to vote. The only excep? tions made are such ns the President has specified in his proclamation. The eminent Judge holds fiat this action on the part of individuals out? lawed by Congress entitles them to the restoration of all privileges enu? merated, and rights of property, except as to property with regard to skives, and except in cases of legal proceedings nuder tho laws of tho United States. He further maintains, that this Ex? ecutive amnesty is superior to and independent of Congress; inasmuch as the Constitution delegates tho power of reprieve and pardon to the Presidont, and his decision iu tho premises can only be invalidated by illegal and revolutionary means. Ono of the privileges of tho late am? nesty is tho right of franchise. This privilege Judge Rice has determined to avail himself of, if within tho limits of a legal human effort. On this subject, tho Mail saj-s, and we commend its views to our readers: "Judge Rice, so far as we are in? formed, is the first to put himself in a position to raise before tho Courts the question whether the President's late proclamation does not restore the right of voting to even supposed disfranchised citizens who comply with it. It is to be hoped that ail of our disfranchised citizens will fol? low his example, and thus put them? selves in a position to obtain theil rights, by a calm and peaceful appeal to the judicial tribunals. "Why should any citizen omit the opportunity to seek from tho courts what is denied under the military 01 reconstruction bills? The way is marked out. Will the disfranchised fail to put themselves in that wayl Every one of them ought to coniplj with the proclamation before the daj of election, and thereupon offer tc vote at the election. This is wbal they owe to themselves and their conn try." _ _ THE COTTON CROP FOR 1866-7.- W? have received from tho office of thc Commercial and Financial Chronicle, a New York, a statement of the cottor crop of tho United States for tin year ending September I, 1867. I says: We are uow able to give our figurei showing the total crop and movomen of cotton in the United States for th year ending September 1, 1867. Tin receipts, as will be seen, very nearl; approximate those of last year, th' total reaching2,019,271 bales, again? 2,193,987 bales for the previou twelve months, indicating a decreas in the receipts this year of only 174, 716 bales. It would bo impossible t state with accuracy what proportio: of this aggregate was the product c the last year, estimates differing s widely with regard to the amount c the old crop not brought forward a the close of 1865-6. We think, hov ever, wo may safely take this old sui plus at 300,001) bales, and shall the have left about 1,700,000 bales as th total product of the past seasoi Tho new year begins with an nnusc ally small stock in the interior, an we must, therefore, look almost eu tin ly to the new crop for our receipt during tho coming twelve months. -.-??-? OF NEOICO RODBEBS.-Grei excitement was occasioned in Peten burg, Virginia, Saturday, by tho a rest in Chesterfield, and the bringiu into town, of a party of negro higl waymen, who were captured by party of their own color, aided by policeman, while in the act of COD nutting a robbery upon a colon man, traveling in a buggy. Tl Ecipress says : "On the way there the crowd i colored men made several attemp to ill-use tho prisoners, and were on prevented by the strenuous efforts i the officers. The greatest excitemoi prevailed along tho route, and c Sycamore street, and in tho cou house yard, tho attack upon the pi soners was renewed by tho color? crowd, but Mayor Collier having o dered the crowd to disperso, und the threat of calling out the militar the officers succeeded in getting tl robbers safely secured in jail withoi injury. By the exertions of the color* citizens aided by the officers two mo were captured in the evening. As to tho yellow fever iu Galves? ton, Mr. Bell writes: "Language fails to describe the conseqnences of its ravages. Hope has fled, and abso? lute desolation pervades every house? hold, with no prospect of a speedy change." A respectable white lady in Mobile was dragged through the street, and her clothes torn, by two black police? men, for calling a negro drayman, who was about to run over her child, a black rascal. The military Mayor fined her ten dollars. A person applying for the benefit of the bankrupt law, cannot obtain a discharge from iiis debts, if ho has lost any part of his estate in gaming within four months of the Hiing of the application. ?
