Negro suffrage means negro su? premacy, pare and simple. This is the direct testimony o? the registra? tion returns. Radical orators appeal to popular sympathy and say that it means only justice to the down-trod? den; and, again, they appeal to sec? tional prejudice and say that it means a balance of power against the still disloyal white men of the South. But the clear testimony of the figures is that nigger suffrage means nothing more nor less than absolute nigger supremacy in the settlement of the political destinies of this nation. Returns from the ten States are suffi? ciently full to show that the whole vote will run very near to 1,200,000. On this vote, dividing it strictly according to color, the nigger will have close to 100,000 majority. The nigger supremacy party would have this majority, then, if every white man in the Southern States voted against it. It is estimated, however, that more than 100,000 of the white voters will aot with that party, and thus its majority will be run up to 200,000 votes. Nothing can prevent this, so far as can now be foreseen; for even if the President could give amnosty to every possible man that stands in need of it, the nnmber of votes thus secured could not change the result. Thus the radicals have, in all probability, every Southern State out of tho ten. In Virginia, the white vote predominates to a larger figure than in any other; but the Republican white vote is large c.^gh to moro than balance the 13,000 by which the white voters of the Old Dominion outnumber the nigger votes. These figures settle the question of reconstruction, for the States will be admitted at once, now that it is clear the radical lead? ers can control their action. They will be rushed in early enough to participate in the choice for the next President. Into that election, there? fore, the radical leaders will go witli ten States nailed to their platform. Then, if thoy can make any decent division of tho Northern vote, though a distinct majority of tho Northern people who carried on the war and saved the country should decide against them, yet, with a Northern minority, this nigger vote of the ten States will turn tho balance in their favor. Thus the men of the South who wero slaves four years ago will force a President and a policy on the people of tho North. The tables will then have been strangely turned by folly and fanaticism. Seven years ago, tho South rose in arms against a President elected by Northern white votes. Northern men put down that rebellion, and have carried their put? ting down so far that they may now have to accept a President elected by Southern niggers. All this may happen, unless a tremendous ma? jority against the fanatics in the elections this full in New York and Pennsylvania shall frighten them to an abandonment of their programme. [New York Herahl, 24/A. MORMON TALK-A Western de? spatch says: A violent haraugue was delivered at the Tabernacle, in Salt Lake, on tho 8th inst. Brother ; Sloan, editor of the Deserot News, declared himself a polygamist, and I would remain so. He had violated and would continue to violato th-: i laws of Congress prohibiting poly? gamy. Ho had denounced thoCJo vernment as tyrannical and unjust, and having no right to make laws for tho Saints. Eldor Kimball fol? lowed, approving tho sentiments ut? tered by Sloan. As a polygamist lie was sound. He had soventy children, I and calculated that in fifty years the II Kimball family would out-number 1 the present aggregate of tho Saints. POLITICAL CHANGES.-Tho Albany Argus, of Monday, speculating upon the recent political changes in Maine and California, says: "Three weeks from to-morrow, eleotions will be held in tho States of Pennsylvania, Ohio, Indiana and Iowa. Two of these States-Penn? sylvania and Indiana-bave been qnito closely contested. Last year, the Republican majority in Pennsyl? vania was 17,178. Sbould the Demo? crats gain proportionately in tbat ) State as they have just gained in Maine, tbe majority against tbe radi? cals would be 50,000! In Ohio, at the last election, tho Republican majority was 42,686, and a gain equal to that of Maino would give the Demoorats about 12,000 majority. In Indiana, tho Republican majority was last year 14,202, and tho Democrats there can have about ?.5,000 majority next month, by doing as well as their brethren in Maine. Applying the same rule to New York State, and the result would be astounding. Fen ton's majority last year was 13,789, and at the rate of gain in Maine, the Democrats would have a majority of about a round 100,000." PRESIDENT JOHNSON'S SPEECH ON TUESDAY NIGHT.-You know, my friends, that tho country is in great I peril; therefore, I am proud to seel that you are aroused and alivu to it. [Cries of "Good!" "That's the talk!" and "We can save it!"] You have saved it in times gone by, and I feel well assnred that yon can and will save it in time to come. [Cries of "Hearl hoar!" and "We will!"] I repeat, our country is in peril; the Constitution of our country is in great peril-that Constitution which was formed and framed by our fa? thers, by the patriots of the Revolu? tion, and which they cemented with their blood-and it becomes your duty to redeem and to save it from the peril in which it is involved. I have another single utterance, and that utterance is, lot every on? here to-night have a conscience and a conviction in reference to the pre? servation of the Constitution of the country, and all will be safe. [Cries of "Hear! hear!"] Let conscientious conviction be our courage; let the public good be our aim, and the Constitution of the country be our guide, and all will be well. [Cheers.] And now again accept my thanks for | this kind demonstration you have made, and take with you, in saying to you good-bye, my best wishes for your welfare.-National Intelligencer.
