Items. HAVANA, September 14.-The Presse protests against Salnnve en? tering $5,000,000, Vithout the ap? proval of Congress. Tho import duties have increased fifty per cent. Sugar is paralyzed. LEAVENWORTH, September 17.-Tho Indians have resumed hostilities on the Smoky Hill route, and attacked several stage stations. They also attacked a Government train at Ban? ker Hill, k' lied two teamsters, wound? ed three, and captured one woman and three children, and stampeded all the stock. The teamsters subse? quently recaptured the woman and children. White men disguised as Indians were among the attacking party. Two Indians were killed. PORTO RICO, September 3.-Seven hundred troops who arrived in two vessels, and were ordered to St. Thomas, have been detained. NEW O ULK ANS. September 17. There wore 68 deaths from yellow fever for the 24 hours ending at six o'clock this evening. General Mower, in ordersjassuming command, continues in force the ex? isting orders of his predecessors. He assigns Bvt. Maj. Gen. Reynolds to the command of the District of Texas; Bvt. Maj. Gen. Maokensie to the command of the sub-district of the Rio Grande-Gen. Reynolds to estab? lish headquarters at San Antonio or Austin, until the fever shall have abated sufficiently at Galveston to render it safe there. AUGUSTA, September 17.-For a few days past there have been rows between the soldiers and freedmen; one negro mortally, and one soldier badly wounded. The freedmen threatened to attack tho barracks last night, but no collision occurred. It is said the soldiers were the aggres? sors. Brad? ford was the orator of tho day, and concluded his address as follows : "Como peril to it, (tho Constitution,) whence it may, from States rights or consideration, let me, on tho anni? versary of its adoption-in the name of the men who made it-by tho memory of the men who havo died for it upon this spot, whoso blood has been so profusely sired in its behalf apply to you to protect, preserve and defend it."
