THE POLITICAL CONFLICT AT WASH?
INGTON.-A special despatch to tho
New York Herald Bays :
There never was a time when the
national capital was more full of
startling rumors, and vhen sensations
were to be had more plentifully than
at tho present time. Every day there
is somo new excitement turning np
which keeps newspaper men in a
ferment, and throws the public into
the height of expectation and anxiety.
The fact is, there ie a fierce politi?
cal storm brewing- AU the inclina?
tions point that way, and show that
the Btrife between the President and
Congress, which has been growing
and increasing daily, must soon burst
out into something moro serious
than mero wordy clashes, something
worse than threats and vituperation.
On one side is a President un?
shaken in his convictions of his rights
and duties as the Chief Executive of
the nation, and determined to protect
his prerogatives-from the encroach?
ments of those he calls the enemies
of _ constitutional government and
rational freedom. On the other is a
Congress admitted by its leaders to
be aiming at power and influence
"outside the Constitution," and ap?
parently determined to brush away
every obstacle to the success of their
objeot, even to the length ol im?
peaching and removing a constitu?
tionally elected President. If these
two contending powers are in earnest,
there is, indeed, a dark prospect
ahead; fresh trials and tribulations
are in store for the nation, and there
is abundant cause for the gloomy
forebodings and apprehensions ex?
pressed by tho conservative element
of the country.
In the confusion and excitement of
+^e hour, it is no easy matter to get
the bottom of the plots and coun?
terplots that are said to be hatching;
it is difficult to separate the truth
from mere romance and fabrication,
and decide just how much to believe
and how much to cast away as the
inventions of alarmists and ennardists.
Much of what is mysteriously circu?
lated is but the wildest imagining;
much moro is what is purposely
thrown out to note the effect on the
popular mind; bnt a good deal more
has some solid foundation.
COIUIUTT LEADERS.-Tho Chicago
Tribune attributes the defeat of its
party in California to the rottenness
and depravity of the party lenders.
It thus lectures the tribe:
"These corrupt leaders thought
themselves secure of victory, and
when the returns carno in, showing
immensc~~gains everywhere for tho
copperheads, we aro told they "were
surprised." Doubtless! Certain peo?
ple wero surprised some years ago
when tho Vigilance Committee com?
menced operations."
These are not tho only politicians
in the country that will be "sur?
prised," some fine day, to discover
that, the people have been watching
them.
BUTLER vs. GIIANT.-It is stated
that the vindictive editorials in the
New York Tribune aro by General B.
P. Butler. He is franking tho num?
bers of the Tribune containing his
articles all over tho country. The
present programme of tho radicals
is to destroy Grant, because ho in?
terfered with their plans in accepting
tho office of Secretary of War, and
for removing Sheridan and Sickles.
[Utica (N. Y.) Obeervor.
During a trial, in a Justice, Court,
in Louisville, on Wednesday, the
lawyers got to fighting, and judge,
jury and witnesses skedaddled. Twc
"limbs" double-teamed on the third
and "mauled" him terribly, breaking
his nose, nnd otherwise injuring him,

Now York World speaks in the fol?
lowing cheering terms of tho re-ac?
tion whoso commencement is shown
in thc result of the Mame and Cali?
fornia elections:
"It being demonstrated by the
recent elections that a general politi?
cal re-action is in progress, extending
through the country from side to
side, we are content to take matters'
at the worst, and make the result in
Maine the standard of our expecta?
tions. We have not quite carried
that State, to be sure: but if our I
gains in tho coming elections shall be
as great in proportion to the wholo
number of votes cast as they have
been in Maine, we shall, even this
fall, revolutionize the politics of the
couutry. Tho same ratio of gain
will give us New York, Pennsylvania
and New Jersey by great majorities;
also the new States of Nevada, Ne?
braska and Colorado; and will reco?
ver for us Ohio, Indiana, Oregon and
Now Hampshire. These, with Con?
necticut and California, already re?
deemed, will give us twelve Demo?
cratic States, containing n majority
of the population now represented
in Congress, and enabling us to elect
twenty-four Democratic Senators
when tho terms of tho present in?
cumbents shall expire. This expecta?
tion does not rest upon fancy, but
upon reasoning; it merely assumes
that the re-actionory tendencies will
be as active elsewhere as they have
been in Maine. Let but this bo
admitted, and the rest is arithmetic.

AMERICAN LINEN.-The Now York
Journal of Commerce says: "We exa?
mined, on Snturday, some specimens I
of goods manufactured from tho raw
or uurotted flax, w'?cb will unques?
tionably create no little interest in
the commercial world. Tho inventor
claims that he can produce any kind
of coarse or flue linens, cordage, kc,
at a very much less price than cotton
could be manufactured for within the
past ten years. The cost of raising
cotton is very great, and tho crop is
not always certain, whereas flax is
nearly as certain as grass."
Now that Sheridan has been re?
moved, Flanders, whom he appoint- I
ea Governor of Louisiana, talks of j
resigning. Prominent radicals at
Washington have, however, written
to him to hold on by all means, on
the ground that his resignation would
bring great calamity on the Union
men of tbe State.
