Tho New York Herald still advises the issao of a general amnesty. In its issue of Tuesday, it says: "Whatever opposition or hesitation there may be on the part of his ad? visers, if such there be, we ndvi?e the President to issue the amnesty proclamation forthwith. It is the tramp card in his, band. The game has been going against him for some timo past, bat if he plays ibis card boldly and skilfully, he may turn it in his favor. At all events, reason, soand policy, humanity and the good of the country, call upon him to do so, whatever may bo the consequences for the time to himself personally. We ventare to say that nine-tenths of the people of the loyal States-nil, in fact, but a few rabid radicals would approve of a broad and liberal declaration of amnesty, embracing all rebels, except an insignificant number, who have been guilty of other crimes in addition to that of rebellion. He has nothing to fenr except the hostility of Congress, and we think he need not fear that. A few ultra radicals m1$?ht bluster about impeachment, but tile dominant party is already divided on' the question, and it would not dare to defy public sentiment. It then says that Lincolu, hud he lived, would have proclaimed an am? nesty long ago, and continues os fol? lows: "We are threatened with a negro government. For the sake of pohti <-.a.l ascendency, and not out of regard "for the emancipated slaves, the negro is to be made the balance of power. The whites of the South aro disfran? chised, and everywhere throughout that important and mest valuable section of the republic, the negro is in the ascendant. The consequences of such a state of things are frightful to contemplate. We are to have ne? gro members of Congress, and, some radicals say, a negro vice-President. Yes, it is possible that, within a few years, we may have a negro in the seat once filled by Washington. Looking at the rate the political re? volution has been going on for the last two years, we should not be sur? prised to see a negro elected Vice president, and,in the event of the President dying, he would become President. What a spectacle for the people of this great country to con? template! This mighty Republic to become Africanized ! Whethe r the negro should reach that eminence or not at present, he will still hold the balance of power, and, ns a conse? quence, virtually govern the country. Who can look at this mass of igno? rance-at the ' millions of poor crea? tures who hardly know their right hand from their left-being placed in a position to govern this proud republic, without shuddering at tho consequences? Yet this is what we are fast approaching under the re? construction policy of Congress and the military dictatorships at tho South. At such a crisis, it is the duty of j the President to do all he can, con? stitutionally and legally, to neutralize this growing negro power. Let him give as much power as he can to the white people of the South to hold in check the mass of negro jgnoranco which threateus to involve the couu try in disgrace and trouble. Ho has been deprived of eome of his power, but ho can still bring np a numerous body of intelligent white citizens as a balance against negro ignorance, by an amnesty ^ proclamation and by a liberal administration of the .Recon? struction Acts of Congress. Amnesty shoulc1 K?v.-- been declared Jong ago. There has been nothing in the con? duct of the Southerners to prevent it. On the whole, they have been peace able and submissive. But.it may not be too late now. There are, however, higher reasons for an amnesty pro? clamation than those relating to tho people of the South. Those we have noticed. Tbe North, the whole coun? try, patriotism and the future of this grand republic, demand that we shall not be. placed ander a negro govern? ment. Let not the President hesi? tate, but issue an amnesty proclama? tion at once. It will be an important flank movement upon the crazy and destructive radicals, and the people will sustain him in the act. TJNTPIC^XON OF Goiii> COIN.-The Department of State has received from Mr. Samuel B. Reggies, dele? gate from the United States in the recent diplomatic monetary con? ference at Paris, full report? of its proceedings, and of tho plan agreed on to Jae proposed for adoption by the different nations. Delegates duly accredited were in attendance from twenty nations of Europe and Ame? rica, embracing an aggregate popu? lation exceeding 300,000,000. The leading features of the plan are: 1. The money of the world to be exclusively gold. Silver, except for exchango in small amounts, to be only an article of commerce. 2d. The five-franc gold piece of France to be the monetary unit, with its multiples, requiring a reduction in weight of the United States dollar of nearly 3}? per cent, and of the British sovereign of nearly 1 per cent. 3. Gold coins of the same denomination, by whatever nation issued, to be uniform in weight, diameter and quality, and to be 9-10 fine. 4. To bo decimally divided. 5: To be a legal tender in all the na? tions. The chances of being born deaf nml dumb are twice as great in Eu ropo as in the United States; but the chances of becoming deaf after one has got into the world with sound ears are twice os great in the United States as in Europe.
