Beebe, for a Northern port. MACON, GA., August 27.-A colored mass meeting was held to-day, which numbered from 6 to 8,000. Speeches were made by white and colored ora? tors in the interest of the radical ?>arty, and the Atlanta radical plat orm adopted. General good order and good feeling prevailed on the ground and in the city. RICHMOND, August 27.-Gen. Scho? field last week ordered a commission of magistrates in Hanover Couuty, to investigate whether colored military organizations existed; the investiga? tion showed a secret military organi? zation of formidable strength among the blacks, which it is behoved ex? tends to the Counties throughout the State. The fact creates alarm among the whites, who have neither organi? zation nor arms. A meeting of ex-officers, soldiers and sailors of the United States was held to-night, and adopted-a call for a convention in Bichmond, Septem? ber 25. AUGUSTA, August 27.-The Univer? sity difficulty is giving rise to consi? derable feeling. It is stated that the speech of a student, at the commence? ment exercises, caused Gen. Pope to take steps to close np the institution, - and convert it into barracks, but through tho exertions of Chancellor Lipscomb, the exercises have been allowed to continue, on condition, it is alleged, that the press of the State would not refer to the matter. It is also stated that Gen. Pope has or? dered the appropriation of $8,000, made by the Legislature, to be with? held. The freedmen in the First and Fourth Districts are out in addresses to their fellow-citizens, irrespective of color, as. candidates for Congress. They claim that -the right to vote gives the right to hold office, and as they are in the majority, the whites should not be elected by their votes. The candidates are conservative, and in favor of universal amnesty. It is probable that a large number of whites will vote for blacks, in prefer? ence td whites who can talco the test oath. Gen. Pope has issued orders re? voking, temporarily, so muoh of his jury order as interferes with the pre? sent term of the civil courts, as the registration lists are not yet complete. "White jurors will be permitted to serve exclusively, provided they have registered. The rains of the last two weeks have been -unprecedentedly severe. Accounts from the middle portions of this State and South-western Georgia and Florida, where the cotton pros? pect had been so promising, now give the most gloomy prospects. Conti? nued rai ns'have beaten off the blooms, and the worm and caterpillar have also made their appearance. It is believed, notwithstanding the heavy rains, a fair crop has already been made. WASHINGTON, August 27.-Captain Anus, who had a recent fight with tho Indians, has arrived at Fort Hays. He reports three killed and thirty five wounded and forty-five horses lost. After the battle, the Indians sent a flag of truce, with the follow? ing message: "Tell your officeid we don't want peace. We shall keep on fighting." 30Q men, including the Kansas volunteers, left Fort Hays yesterday, after Indians. The Sussex Indians aro reported incorrigible The Crows aro friendly. 330 cholera deaths aro reported in tho Indian torritory-South Kansas. Thirty-seven per cent, of the popula? tion at Fort Gibson died. At Fort Arbnckle, sixty soldiers and seventy five Indians are dead. Removal of Gen. Sickle?, ?bc. WASHINGTON, August 27.-The Pre? sident hos assigned Canby to tho Se? cond and Hancock to the Fifth Dis? trict. Official records show that the cotton exported during the year ending J uno 30, amounts to 667,000,000 pounds; valno in currency $202,000,000. Tho breach between the President and Grant is widening. Grant is de? fiant, and in his grounds of opposi? tion to the Executive assignments, he protests with some indignation against Hancock's removal from the Depart? ment of Missouri. Grant has not yet promulgated his instructions carrying the President's orders into effect. This morning's Tribune says Gen. Sheridan, in a letter to a gentleman of this city, thinks the future pros? perity of Louisiana beyond question, and assures capitalists that the bonds recently issued havo ample security. To-day's Tribune hugs Grant. The LJerald drops him, saying, "Tho po? litical position assumed by General Grant, shows our great soldier in a new light; it is bis first development of political genius-his first and final mistake. The reply of the President has completely overturned him-out? flanked him. Grant does not Under? stand the crisis. He clings to Sheri? dan and forgets principles. Canby is hereby assigned to the command of the Second Military District, created by an Act of Congress of March 2, 18(37, and of the Military Department of tho South, embracing the States of North Carolina and South Carolina. He will, as soon as practicable, re? lieve Maj. Gen. Daniel E. Sickles, and on assuming the oommand to which he is hereby assigned, will, when necessary to a faithful execu? tion of the laws, exercise any and all powers conferrred by Acts of Con? gress upon District Commanders, and any and all authority pertaining to officers in command of Military De? partments. Maj. Gen. Daniel E. Sickles is hereby relieved frdm the oommand of the Second Military Dis? trict. Thomas, as reported to you in Surgeon Hasson's despatch of the 21st ins tani, my order, dated August 17, 1867, is hereby modified, so as to assign Major-General Winfield S. Hancock to the command of the 5th Military District, created by the Act of Congress passed March 2, 1867, and of tho Military Department com? prising the States of Louisiana and Texas. On being relieved from the command of the Department of the Missouri by Major-General P. H. Sheridan, Major-General Hancock will proceed directly to New Orleans, La., and assuming the command to which he is hereby assigned, will, when necessary to a faithful execu? tion of the laws, exorcise any and all powers conferred by Acts of Congress upon District Commanders, and any and all authority pertaining to officers in command of Military Departments. Major-General Phil. Sheridan will at once turn over his present command to tho officer next in rank to himself, and proceeding without delay to Fort Leavenworth, Kansas, will relieve Major-General Hancock of the oom? mand of the Department of the Mis? souri.
