THE NEGRO IN EAST TENNESSEE.

see, says:
"The conduct und duplicity witfi
reference to the negro at the late
election is fast developing itself. As
an evidence of this, so soon as the
election was over, the tax assessor
commenced operations-looking at
the small change left after paying
the expenses of tho loyal league.
To-day, papers were ?edt to the dif?
ferent magistrates to commence work
at ouce. The negroes hU, seemed
startled, as they had never been lec?
tured ou taxation, but confiscation:
But 'murder will out,' and you will
henceforth see much more of tho
cloven foot exhibited in this matter.
There are other revelations elicited
by the late canvass in this portion of
the State, which we shall furnish von
LOYALTY WITH A VENGEANCE.-The
New York Citizen says: The "loyal"
State Legislature conferred on Go?
vernor Brownlow the power ot setting
aside auy registration of his own mo?
tion, and appointing a new register,
and this power seems to be used in a
partisan interest, and that a personal
one, besides. In one district, the
singular spectacle is presented of a
man who acted as a colonel in the
rebel army set to pass judgment upon
the loyalty t ' a man who served in
the Union army-the former having
espoused the causo of Brownlow, and
the latter being opposed to that re?
doubtable Governor and candidate.
A new tannery has been put in
operation at Rockfork, lil., at which,
it is stated, a recently patented pro?
cess for exhausting the air from the
vat is employed. It takes by this
process only twelve hours to com?
plote the tanning, and about fifteen
minutes for sheep-skin. It is claim?
ed that by this the weight of the
leather is increased ten lier cent,
over tho old process, and the cost of
the work is but ten per cent, that
of the old, and it is also claimed that
the leather is superior.
WHAT DIFFERENCE?-If Uncle Sum
must swallow Mexico bodily, he
could not refuse to assume and pay
her debt-and its amount, if he were
once "in for it," would cause him
to "open his eyes." says tho New
York Tribune, That is just what the
President intimated about the South?
ern States, if Uncle Sam swallowed
them, about which the Tribune makes
such fuss.
