The debate in tho lower house of Parliamout on tho passage of the re? form bill presents many pictures of interest, especially at tho present time, when tho Southern ?tntes aro to have their voting popnlntion so largely increased. Ono of the speak? ers-who was a former cabiuet minis tor with Lord Derby, but who had resigned because ho thought the new measure was too radical-stated that tho conservatives were taking no troublo to ascertain who tho classes were to whom they yere giving power. He said: "There is nothing more remarka? ble in history than the instinct with which the lower cl \sses have always selected, for tho purposes which they desire to carry out, members of the classes against whom they are acting. Depend upon it, if any storm arises if there is any question of labor against capital, any question of occu? pation against property, it will bo no protection to you that you may have men who belong to the class of pro? prietors or of capitalists in this House. What I behove is, that tho members of Parliament who will be returned under this bill will bo wealthy men, with conservative instincts, and steeped ? ? tho lips in radical pledges. We know, from the example of this session, how much conservativo in? stincts will avail with men who aro acting under tho fear that they will lose their seats." Thero is food for reflection in tho above paragraph, which, no doubt, oar readers will perceive without out? pointing it out. The speaker above referred to, asserted that tho new bill would create at once 800,000 new voters, and that, in round numbers, tho constituency of England would be 1,000,000 of tho working classes against 500,000 of tho other classes. He did not doubt but that upon questions of general or foreign policy these new voters would stand where all other Englishmen stood; but ht warned tho House that if ever thc interests of one class aro, or seem tr be, pitted agaiust those of unother, they would find all those securities o: rank, wealth and influence iu whicL they trusted, as mere feathers in tin ballance against thc solid interests o: mankind. Another opponent of the bill, Mr Lowe, contended that its passage would force upon England institu tious which could not be carried on in any other way than by adopting ii full tho democratic system of th? United States; abolishing tho Churcl establishment; electing a Senate ii place of thc House of Peers; choosing the Primo Minister by popular vote and allowing him to appoint his owi Cabinet. In conclusion, he said tba at ono timo ho "shrunk from tin notion of forcing education upon tin people," but now he believed it wonk be absolutely necessary to prevail oi their future masters to learn thoi: letters. The bill has been slightly amende* in tho House of Lords, but still th chango contemplated, as our reader may perceive from the above, show thnt radicalism in legislation is no confined to this country. Documents have been re?oive? which show authoritatively that Max imilian made a formal proposition t Socrotary Seward, early in January for transmission through the Unite States Government to Juarez, i which ho offered to retire until th permanency of tho empire could b decided by tho Mexican people i; their own way. Secretary Seward however, decltued to entertain th proposition, ns ho did not rjooguiz tho right of Maximilian':; agent t represent any portion of the Mex ici people. - - -? -i? ? VENGEANCE.-Mr. Carrington, tho public prosecutor against Snrratt, ia said to have read a portion of the Scripture to show the jury that the teachings of the Gospel commanded vengeanco in.certain cases. It would be interesting to know what part of tho "Gospel" ho quoted. Was it the text, "Vengeance is mine, I will re py, saith the Lord?" The Scrip? tures, no doubt, teach that wrong? doers should be punished, but they nowhere inculcate vengeance. There arc some fearful maledictions in tho Scriptures upon those who shed in? nocent blood, whether by using tho knife of tho assassin or by bearing false witness, but in no case is man permitted to execute even justice in a spirit of bato and revenge. ? * ? ? THE ENOIJISH COTTON CASES.-The Washington correspondent of tho New York Times, writes: Tho Government has information that the defendants in the Euglish cotton cases of Prioleau, Fraser, Trenholm & Co., will shortly mako a proposition to settle, ns they have been frightened by the impounding of all their property in this country. This impounding also averts the disastrous consequences to our Go? vernment of tho inexplicable ruling of vice-Chancellor Woods. There seems to bo little doubt but that the claims will bo paid in full. In the samo connection, the cor? respondent of the World says: Tho Viee-Chaucollor Wood, in the English Courts, in the mntter of the claims of this Government against Fraser, Trenholm & Co., was averse to tho United States; and, conse? quently, as a dernier resort, the au? thorities here have seized tho pro? perty of that firm in this country. Tho result of this seems to bo that a proposition will bo mado by Fraser, ! Trenholm & Co., to compromise tho claims, by which this Government will secure tho greater part of its demands. Freedmen's Bureau, hus just pub? lished an instructivo report for tho month of June last, showing that the colored people deposited during that period $124,070, and withdrew $9-4, 813, leaving an excess of deposits of $29,262. The company has now on hand over $480,000 belonging to freedmen.-New York Tribune. Otra 1 DISTRICT PROSPECTS. -Tho post ten days has changed, in a great mensure, the aspect of things, os well ns the hopes of tho citizens of this District. Refreshing rains have visit? ed us, and thcro is now quito a pre? vailing opinion that a sufficient crop for the support of tho District will be realized.- Witinsboro News. On Thursday evening, tho 25th July, tho stables and out-houses of Capt. A. J. Staunton, about seven miles from Beunottsvillo, wore com? pletely destroyed by fire. A horse, cow, wagon, harness, cart and almost every farming implement belonging to Mr. >S., were burnt. Maximilian's saddle, valued at moro than 81,000 in gold, has boen pre? sented by Gen. Another meteoric shower is ex? pected during tho present month, and astronomers set down the exhibi? tion for the evenings of August 9th and 10th. It is not expected to bo a very brilliant exhibition, howover, as the observer, it is said, cannot ex? pect to count more than three or four shooting stars n minute. USEFTJTJ RECIPES. -We pick up, for tho benefit of housekeepers, the fol? lowing useful hints. Ttoaohes aro disposed of as follows: "Tako ten cents worth of pulve? rized Prussian blue, mix it with a little flour and sugar, put tho mix? ture on a piece of paper, and then lay tho paper on the floor where the roaches generally run. Try it for a week, and they will all disappear. Prussian bine contains the poison that ends their depredations." To keep meat almost as good as fresh for a long time, the following is recommended: ''Take enough water to cover thc meat, make it moderately salt, and tc each bucketful of water-the common wooden bucket-take one large table spooaful of sulphite of lime and out tea-spoonful of saltpetre. It is all important to keep every particle ol meat under water by a press. 'Soul* the meat iu fresh water over night, before using it, and it will bo almosl as good as fresh. I found veal kepi in this way, at tho end of six weeks, as good as when lirst butchered, am' beef, at the end of ten weeks, fresl: enough to make excellent soup nm' roasts. As the season advances ant the heat increases, use more of tht sulphite." A lad}' communicates the following recipe to make good vinegar: "Fill nearly full any vessel, crock, jug, pan, tub or barrel, with pun rain or soft water, sweeten it with an^ kind of molasses, (the quantity is noi material,) set it in a moderately warn place, or in the sun, cover with sieve ganse or net, to keep out flies ant gnats. In due process of time it wil be vinegav, when it must bo put int< a suitable vessel and stopped close Vinegar barrels should be well-paint ed, as they are liable to be eaten b] the worms.
