NEW POSTAL TREATY.-A treaty lins just been concluded betweon the post office departments of Great Bri? tain and tho United States, whereby, on or after tho 1st of January, 1808, the postage on letters not exceeding one-half ounce in weight to and from tho United States shall bo twelve cents, instead of twenty-four, as now charged. For any other than single letters of one-half ounce, thc same charge shall be made for every additional half ounce. International newspapers, books, packages, including printed papers of all kinds, maps, plans, prints, en? gravings, drawings, photographs, lithographs, sheets of music, and patterns and samples of merchandize, including seeds and grain, shall bo transmitttctl by cither oflico at such charges, not less than 3d. iu the United Kingdom and Gc. in tho United States per four ounces on books, packets, and patterns or samples of merchandize, and under such regulations as tho despatching office may, from timo to time, lay down, 'full pro-payment to be re? quired iu all cases. TENNESSEE.-Owing to the riotous and threatening conduct of some of Browulow's militia in Nashville, the Mayor of that city has fouud it ne? cessary to issue a proclamation, call? ing upon the people to maintain j order and;'quiet, and assuring them that the commander of the Federal forces thero will promptly act for their protection, whenever the exi? gencies shall require it. Ho also convenes a meeting of tho citizens, "to counsel together, freely and fra? ternally, in regard to the evils which now surround them, and the means of avoiding all mischief likely to arise in future."
