THE WHISKEY TAX.-Tho Now York Ti7nes says of tho laws taxing whiskey, that they are not only failures financially, but they have done more to demoralize tho whole body of officers charged with their execution, and to convert a very largo proportion of them into shameless knaves, than all the other laws of our statute booka. The number of English laborers is set down at 11,018,616, and their annual income is estimated in the aggregate at $2,000,000,000 in gold. This is at least $340,000,000 more than the total incomes of the richer classes, who are so much more libe? ral1}- represented in Parliament and the Government. CANADIAN ENTERPRISE.-A Mon? treal paper says, "In addition to the unequaled water highways which wo possess in our great lakes and rivers, the Dominion has no less than 2,437 miles of railway already openened, the construction of which cost $133,360,409." May 13, 18C7. I am glad to seo that tho attention of the contle and humane ladies of tho North is being turned towards thc sad and desolate condition of this onco happy land. You, Madam, surrounded'with thc plenty and comforts of a wealthy city, can scarcely appreciate the fact that, iu many parts of the South, whole communities are, by a failnro in crops and tho absence of money or its equivalent, left in want of tho neces? saries of life; and that poor women, with large families of helpless children, so ac? customed to depend on tho labor of others, that now, with no husband, brother or servant to help, and no money, thoy do not know what to do or whore to go for food; bul are left in tho solitudes of these South? ern forests, in rags and gaunt with hunger, subsisting on what thc mother or larger children can shoot or pick up in tho woods, or on what tho few neighbors, nearly as poor as they aro, can bring thom. Officers of my acquaintance have met with such mothers, long after dark, out in the woods, with an old gun just tired, and the coon or possum just killed; have gono homo with them aud met tho group of tittle starvelings waiting patieutly mother's re? turn with some of tue only sort of food tbov had tasted for Weeks; and women and children have been found within sixty mileB of tho capital of a Southern State, during tho past year, who had starved to death in their louesomo cabins. These cases of great distress aro raro in Southern cities, for there, oven the most delicately bred can Generally find some work which thoy can do to keep tho wolf from thc door: but thc farms or nlantations iu tho South are pe? culiarly 'secluded, with miles of forest or swamp between them, poor roads, and the stock and animals nearly all taken by tho war, thc famine, the Hoods, or tho thieves, who in such times infest a country, and the distressed families are often, by the time necessity makes them want to leave, too sick to travel on foot, and there is no other way to go. Your proposed entertainment, Madam, should it produce only funds enough to re? lievo a small fraction of the destitution of this country, will be a good beginning, and may bo followed in other cities North by similar appeals to people who have happily never felt tho desolation and the horrors which follow in tho tracks of great armies of invasion. They are making every possible exertion to revive their various branches of industry and become self-supporting. The liberal assistance which the Northern people are well able to give, will relieve a great amount of distress, and will no doubt be sufficient to place the poor of the South beyond further suffering for food. The recent manifestations of an almost univer? sal desire throughout the South for a really fraternal re-union with the North, may weil serve to stimulate the generous sympathies of the Northern people, while nothing could do more to foster and enco.trage the growth of a healthy sentiment in the South than tho generous aid which it in the mission of your society to invoke. Have jost returnod from a tour through tho section made memorable by "Sher? man's march to the seaboard." Poverty, suffering and destitution of the people can scarcely bo realized-living in huts, rudely eonstiucted of charred boards, of rails, boughs and mud, you are met by hollow eyed, emaciated forms, whose first words aro "bread"-for something to stifle the cravings of hnnger. In ono place, I wit? nessed the body of a child borne to its last rest, on a board, in th? samo raps in which it died. In another, fonr females existed for a week on two pounds of corn, together with some roots. On tho road, I met an? other who had walked twelve miles to beg somo food for her children. Half of tho amount will bo in valuable awards to tho holders, and tho balance will bo dovoted at onco by the Lady Managers to purchasing food to bo sent South for immediato distribution among the most needy.
