SMUGGLING AND OTHER FRAUDS
UPOX THE GOVERNMENT.-Hardly a
day lias passed lately without some
nows having been published in our
columns about smuggling, distillery
frauds or robbery of the Treasury in
ono way or another. There is .some?
thing radically defective either in the
revenue system itself or in the ma?
nagement of it. Porhaps in both.
There is, too, a deplorable laxity of
morality in Government officials, and
in tlioso having transactions with tho
Governmout. We seem to bo fast
running into a state of fearful demo?
ralization, which, unless checked,
will inevitably brin g us to bankruptcy
and revolution. It is not surprising
that tho revenue of the Government
has fallen off greatly, when there aro
so many leaks and evasions of tho
law. Ono of the first things Con?
gress should attend to, when it meets,
is a thorough investigation aud over?
hauling of tho revenue laws, and of
tho causes of fraud. Unless these
frauds be stopped, thc revenue better
collected, and tho Government funds
bo made more secure from robbers,
wo shall soon find au empty Trea?
sury, and tho people unwilling to bo
taxed heavily for tho benefit of plun?
dering rascals, official and unofficial.

such laws as can bc carried out with?

been fully tested, and its insulation
is pronounced remarkably good. Tho
construction is considered an im?
provement on any previously made.
Tho rates charged will bo ten dollars

pany has received exclusive grants to
connect tho West Indies with the
United States for fourteen years; to
connect all lines through tho Mexican
Gulf with Florida for twenty years,
and exclusivo grants from Spain to
connect Cuba with Spain for forty
years.

moving in the matter of encouraging
the restocking of their rivers and
streams with shad and salmon, thc
