DECADENCE OF THE NEGRO.-Tho following remarks aro from the New York Express: Tho neglect of the infants by their colored parents seems not only unna? tural, but monstrous, and those who know, declare that, among what are called brute animals, from tho liou to tho monkey, and from tho cow to the cat, there is infinitely more care of their young than among tho negroes of the South. In a stato of slavery, whatever tho wrongs of the institu? tion, there was shown at least a pro? per cai-e of the young, from tho time they came into tho world until they could take caro of Lhcmselvos. Tho freedmen, in tho absence of the old supervision of themselves and their labors, strangely mid shamefully glect this duty. In tho former ca3o, the care may have grown out of self? ish considerations respecting tho fu? turo slave-but one would suppose the natural instincts of a mother, and tho proper affections of a father, would at least provo equal to the inte? rests of the slaveholder. It is not so, however, and, sinco tho war, thou? sands aud tens ol' thousands have died from neglect at the South. General Grant, nearly two years since, esti? mated the reduction in tho slave population as equal to nearly twenty five per cent. This was caused by the war; but tho mortality is still immense, and, in all human proba? bility, will continue. Education and increased civilization may diminish tho extraordinary number of deaths, but they will go on, in undue propor? tion to the whites, and until, as many believe, the wholo black race will be? come nearly extinct. Should the war of races not be avoided, which the present political tendency of things is to bring on, the time for tho ex? tinction of the colored race will bo hastened. Giving tho freed negro, in his present state, the right of suf? frage, or placing him iu the jury-box anti in the school-house with white children, will not prevent the great fact of the brood difference which exists between tho two races. Many intelligent Republicans already seo this, and one of tho leaeling minds among thom, a day or two since, do? ctored to us that it is morally and physically impossible for thc two races to live together in the equal en? joyment of the same political rights:. A FINANCIAL POLICV.-Mr. Col gato, of Wall street, has addressed a letter to tho Assistant Treasurer, at New York, urging the adoption of a stable financial policy, suggesting1 the substitution of legal tender notes for the National liuuk note's, the Treasury to purchase tho bonds de posited as security at a premium, and assume the payment of the out? standing notes, the latter to bo de? ducted from tho price of tho bonds, and to be exchanged for greenbacks on presentation. The reduction of the paper circulation-04 000,000 per mont li-beginning May 1, ISliS, until the out-standing volume is re? duced to the minimum of $500,000, 000, exclusive of fractional currency. Thia would continue tho contraction until abont 1872. Some such measure us this will, it is said, bo brought forward at the next session of Congress. GEK. GKANT'H POLITICS.-The party newspapers aro beo?iuning to canvass Gen. Grant's political position with a good deal of eager vehemence. On the ono hand it is claimed that he ia a Republican, and on tho other that ho ia a Democrat. Gen. Taylor went through precisely the samo ordeal. Ho finally settled it by say? ing that he was "a Whig, but not nu ultra Whig." Wo think it not at all unlikely that Gen. Grant's position as a partisan is somewhat the same. Toper neck-ties are becoming fa? shionable. .\egro ?Turifa. The Atlanta Intelligencer publishes tho foilowiug extinct from a letter re . ecived by u gentleman in that city, from his brother, in Texas: "A negro man had hired himself to Mr. A. for $15 per month, and nt tho expiration of ten mouths sued Mr. A. for $150. A. admitted tho contract ns alleged by ".he negro, and admitted that he (tho negro) had worked tor him the length of timo for which the negro claimed wages. The case was submitted to tho negro I jury, under the charge of the court, and to thc astonishment of all pre? sent, they brought in rr verdict iu favor of the plaintiff for $110. Thc judgo told them ho did not seo how they could render such a verdict; that tho negro plaintiff was clearly entitled, by tho admission of Mr. A., to $150. A large, dirty, greasy negro juryman raised up in tho jury box, and with much gravity informed his honor that $11 lier month was all the negro's services were worth; that he knew tho plaintiff to be a trilling, lazy scoundrel, and that tho jury would uot allow him any more. Tho white mau (Mr. A.) of course has no cause for complaint at tho verdict. But this is a sample of their ideas of law aud facts. At tho closo of the lirst week of court in Houston, the negro jury were paid off at tho rate of $2 -per day for their services as jurors. And on tho Monday morn? ing following, when court opened, tho negroes literally besieged tho court houso to get upon the juiy. Ono old crippled negro stopped the judge on his way to court, aud begged for a place on tho jury, urging his crippled and almost helpless condi? tion as a reason why he should be se? lected, and further proposed to take the job of sitting on tho jury by thc year. When the judge informed him the court would bo in session only thrco or four weeks, he seemed lc think this was only au artful dodge of his honor to avoid closing the con? tract, and ingeniously proposed tc take tho job by thc year at ?1 pei day! This is the pure and undefiled channel through which verdicts uow flow." ^ GOOD ADVICE.-Governor Vance, in a letter to soiuo colored pepie ir North Carolina, says : .'Your old masters do not COUK to you eating their words and giving tho lie to overy profession of theil lives; uor do they como betraying tin rights and liberties of their owl color to ingratiate themselves witl yours. Many others do, however and tho majority of your people wil believe them, until they leam a ver plain and simple truth; that abai man among tho whites will bo jus as bad, or worse, among the blacks and tho chaugo of sides is far iron making an honest man of a hypocrit and a trickster. Much damage will doubtless b done before your people seo tho de signs of those who wish to lead then now, but I hope soon for bette things.
